Main Purpose of Job

This is a professional position responsible for providing technical assistance in  coordinating the development, implementation, and maintenance of data systems, including those related to Local School System’s (LSS) child count and exit count, data collection for Individual Education Plans (IEPs), the Maryland Online IEP System, the Maryland State Performance Plan (SPP), and Annual Performance Report (APR), Federal data collection, and special education linkage with the Unique Student Identification System (USIS).

POSITION DUTIES

Provides technical assistance for implementing quality assurance standards and editing procedures for the timely processing of data included in the Special Services Information System and other data collection applications; prepares technical specifications for special services data collection systems; advises technical programmer analysts in the design, development and testing of new and existing application systems; identifies problems, analyzes data, and develops reports by writing SAS or SPSS program code; ensures that the data collection applications satisfy the data reporting requirements of federal, State, and department needs for special population groups; recommends changes to correct deficiencies and enhance the quality of data; participates as a member of the Maryland Online IEP Leadership Team.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work from an accredited college or university.  

EXPERIENCE: Four (4) years of professional experience as a research or data analyst in education or other related field, including use of SAS or SPS required.  

NOTE: Two years of additional experience as defined above may be substituted for the Master’s Degree. Possession of a Doctorate in a field related to the position may be substituted for one year of the experience requirements.

SELECTIVE QUALIFICATIONS

Knowledge of special education data collection systems; knowledge of data manipulation, appending, sorting, and transposing datasets; skill in the use of SAS and/or SPS; skill in data management/analysis and in creating data collection systems; skill in interpreting/summarizing research findings and providing technical guidance; ability to analyze complex program issues and to recommend solutions; ability to communicate clearly and effectively; ability to manage timelines and deadlines; ability to maintain effective and collaborative working relationships.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
