Main Purpose of Job

This is a professional position providing leadership, consultation, and technical assistance to develop and implement Maryland's Project Advancing Wellness and Resilience in Education (AWARE) program funded by the Substance Abuse and Mental Health Services Administration.

POSITION DUTIES

The Project Coordinator is a key position in the administration of Project AWARE. The Project Coordinator: Delivers training and technical assistance to local school systems (LSS) and individual schools to increase knowledge, training capacity, and access to behavioral health services both at the state level and in the three participating Local School Systems; collaborates between MSDE, the State behavioral health agency, the State juvenile/criminal justice agency, and other service systems such as child welfare. early childhood, and law enforcement at the state and local levels; staff's MD-AWARE's State Management team (SMT); develops a coordinated and integrated plan and ensure successful implementation and sustainability of that plan and work collaboratively with leaders at MSDE; oversees and monitors all grant activities, including, but not limited to activities related to infrastructure improvement, delivery of service, and achievement of program outcomes; monitors the grants to local school systems, the Mental Health Association of Maryland, and the University of Maryland, Center for School Mental Health. 

MINIMUM QUALIFICATIONS

EDUCATION: A Master’s Degree or equivalent 36 post baccalaureate credit hours of course work in Education, Education Policy, Mental Health Administration or a related field.

EXPERIENCE: Four (4) years of administrative or teaching experience in or affiliated with school administration, an education program  to have included experience in school administration, health, mental health, or grant program administration; two years of this experience coordinating or administering and educational or grant program for a school system, business, non-profit, or educational organization is preferred. Professional experience interpreting, implementing and communicating education, health, or mental health policies are highly desirable.  

SELECTIVE QUALIFICATIONS

One year of experience in grant management

DESIRED OR PREFERRED QUALIFICATIONS

Experience in budget management

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required.  Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.

SPECIAL REQUIREMENTS

Knowledge of State and federal laws, regulations, policies, and programs including the Elementary and Secondary Education Act and the Code of Maryland Regulations; skill in delivering technical assistance, training, and guidance to local school systems, and internal and external stakeholders related to the administration and coordination of federal grant programs; skill in managing multiple projects, timelines, and deadlines; ability to work as a team member; ability to establish and maintain effective working relationships; ability to communicate effectively both orally and in writing.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
