Main Purpose of Job

This contractual position supports Maryland’s 1915 (c) Home and Community Based Autism Waiver (Waiver) and Health Related Resources Section of the Division Branch. This position is responsible for the coordination and implementation of the quality assurance components of the Waiver. Conducts provider monitoring, analyzes data, develops written monitoring and data reports on the review of Waiver providers, and provides technical assistance. Responds to Reportable Events; co-leads Waiver Advisory Committee Meetings, Interagency Collaboration Meetings, and provider focus groups; leads preparation of quarterly performance report; and makes recommendations to improve the quality of the Waiver and development of Waiver renewal application. In addition, this position supports the implementation of the annual Interagency Medicaid Monitoring process for Local School Systems (LSSs), Local Lead Agencies (LLAs), and nonpublic schools.

POSITION DUTIES

Serves as a liaison to provider agencies throughout Maryland and as a technical specialist for the implementation, quality assurance, and expansion of the Autism Waiver. Leads site visits with the Provider Interagency Medicaid Monitoring Team to determine service provider compliance with applicable Code of Maryland Regulations (COMAR) and Medicaid regulations. Conducts technical assistance meetings, annual workshops, and training for incoming and current Waiver providers. Coordinates Waiver Reportable Event process: analyzes data, identifies corrective actions, provides training opportunities, and identifies implications for policy. Delivers assistance and support to the Interagency Medicaid Monitoring team to determine compliance with applicable Medicaid regulations for LSSs, LLAs, and nonpublic schools.

MINIMUM QUALIFICATIONS

EDUCATION:  A Master’s Degree or equivalent 36 post baccalaureate credit hours of course work in Social Work, Special Education, Public Health, Psychology, or a related field.  

EXPERIENCE:  Four (4) years of professional experience in training professional staff that must include administrative and/or supervisory experience, or administration of a public health or special education program or a program serving individuals with disabilities. Experience with Medicaid services or Home and Community Based Waivers or background with services to children with Autism Spectrum Disorders and their families is desirable.  

NOTE:  Two additional years of experience as defined may substitute for the Master’s Degree.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of trends, regulation, policies, and issues affecting Medicaid; knowledge of the Medicaid Autism Waivers and the implementation of a Quality Assurance Plans; skill with program implementation, monitoring, and evaluation; skill in conducting technical trainings and hosting meetings; ability to manage multiple tasks; skill in presenting technical information; ability to establish and maintain harmonious working relationships; ability to communicate clearly and effectively both orally and in writing, through the presentation of concise yet comprehensive training, analyses and reports.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
