Main Purpose of Job

This is a professional position that serves as the lead technical specialist and Departmental technical expert to local school systems in the areas of emergency planning, school safety, violence prevention, gang awareness, school arrests, and child abuse as required by Code of Maryland Regulations (COMAR) 13A.01.04.03, 13A.02.03, 13A.08.01.12, and 13A05.05.

POSITION DUTIES

Provides leadership and technical assistance to the twenty-four local school systems in providing safe learning environments, safe and positive school climates and a continuum of services and programs that promote positive student behavior; leads data collection and reporting efforts on bullying prevention and arrests on school premises; works with other specialists in the unit to coordinate trainings in the promotion of positive behaviors; supports emergency response in school systems and schools and the prevention and intervention for behaviors such as bullying, harassment and intimidation; examines the latest evidence-based research and data to help local school systems in program development and implementation around the topic of safe schools. 

MINIMUM QUALIFICATIONS

EDUCATION: A Master’s Degree or equivalent 36 post-baccalaureate credit hours of course work in Education Administration/Supervision or education-related field from an accredited college or university.

EXPERIENCE: Five (5) years of professional experience in coordinating or administering school safety programs and/or emergency planning designed for students. Experience in interpreting and implementing education policies is required.

SELECTIVE QUALIFICATIONS

Knowledge of laws, regulations, policies, and issues impacting school safety and emergency planning; skill in identifying the identifying school-level and system-level needs and delivering appropriate programmatic solutions, technical assistance, training, and guidance on issues related to school safety and emergency planning; skill in organizing and managing multiple projects, timelines, and deadlines; ability to establish and maintain effective working relationships with various public and staff and communicate effectively; ability to exercise initiative and sound judgment in making decisions.
