Main Purpose of Job

This is a professional position responsible for providing leadership, expertise, and guidance to local school system leaders in the identification, implementation, and monitoring of evidence-based strategies aimed at improving the performance of Maryland’s lowest performing schools

POSITION DUTIES

Provides leadership, guidance, and support to local school system leaders and other stakeholders in the identification and implementation of effective, evidence-based strategies to improve school performance; leads professional learning experiences, and identifies resources that focus on comprehensive school improvement planning and monitoring, data-informed decision making, equitable classroom practices; sustaining school improvement; and preparing school leadership teams to turnaround or transform low-performing schools; builds school leadership team capacity for school turnaround or transformation; supports the implementation of effective, evidence-based practices to improve low-performing schools in accordance with Maryland’s Every Student Succeeds Act (ESSA) Consolidated Plan and Office of Leadership Development and School Improvement priorities; fosters the growth of effective teachers and leaders.

MINIMUM QUALIFICATIONS

EDUCATION: A Master’s Degree or equivalent 36 post-baccalaureate credit hours of course work in Education Administration/Supervision or education-related field from an accredited college or university.

EXPERIENCE: Five years of professional administrative experience providing instructional leadership, supervising school-based professionals, and/or leading school improvement initiatives is required.

NOTE: Possession of a doctorate in a field related to this position may be substituted for one year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of laws, regulations, policies, and issues impacting low-performing schools; knowledge of the Four Domains of Rapid School Improvement: A Systems Framework; knowledge of Professional Standards for Education Leaders and Model Principal Supervisor Professional Standards; knowledge of Education Reform Act of 2010 and Code of Maryland Regulation 13A.07.09; knowledge of effective development and analysis of student learning objectives; knowledge of research, trends, and effective practices in school turnaround and/or academic reform; skill in identifying school-level and system-level needs and delivering appropriate programmatic solutions, technical assistance, training, and guidance on issues related to effective leaders and school improvement; skill in organizing and managing multiple projects, timelines, and deadlines; ability to establish and maintain effective working relationships and communicate effectively with a variety of stakeholders; and ability to exercise initiative and sound judgment in making decisions.  

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required.  Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
