Main Purpose of Job

This is a professional position responsible for providing supervision and technical assistance for administration of the Medicaid Home and Community Based Services Waiver for Children with Autism Spectrum Disorder, the renewal application with the Centers for Medicare and Medicaid Services (CMS) and the school-based Medicaid reimbursement process in the Division of Special Education/Early Intervention Services. This position supports the implementation of the annual monitoring process and quality assurance system for the Autism Waiver and ensures that Local School Systems (LSS) and community Medicaid waiver providers are in compliance with all the rules and regulations.

POSITION DUTIES

Supervises and facilitates the Medicaid reimbursement process for local school systems, local Infants and Toddlers Programs, Maryland School for the Blind and Maryland School for the Deaf; reviews the cost reimbursement process and develops strategies to increase reimbursement to various school systems and local lead agencies; serves as liaison to the Department of Health and Mental Hygiene to resolve issues related to Medicaid reimbursements, compliance violations and participant eligibility; administers the Medicaid Home and Community Based Services Waiver for Children with Autism Spectrum Disorder; facilitates focus groups with stakeholders for proposals to support the Autism Waiver; supervises the development of informational materials for training of Autism Waiver service coordinators and providers; collaborates with the Department of Health and Mental Hygiene for the development and renewal of federal applications for the Autism Waiver.

MINIMUM QUALIFICATIONS

EDUCATION: Master’s Degree or equivalent 36 post baccalaureate course work in Special Education, Education Administration/Supervision or Education related field.

EXPERIENCE: Five (5) years of professional experience in or affiliated with special education administration, programs or services directly related to the position. Experience in the areas of evidence based practices for children on the autism spectrum and early intervention for students with autism and other developmental disabilities preferred.

NOTE: Two (2) additional years of experience as defined may substitute for the Master’s Degree. Possession of a Doctorate in a field related to the position option may be substituted for one year of the required experience.

SELECTIVE QUALIFICATIONS

Knowledge of State and federal laws, regulations, policies, and issues affecting children with disabilities and their families; knowledge of autism waiver services and Medicaid reimbursement processes; skill collecting, analyzing and interpreting data for program improvement; ability to manage multiple tasks; ability to interpret and apply pertinent laws and regulations; ability to establish and maintain working relationships; ability to communicate clearly and effectively both orally and in writing, through the presentation of concise yet comprehensive training, analyses and reports.

LIMITATIONS ON SELECTION
