Main Purpose of Job

This is a supervisory position responsible for providing oversight and supervision to the Nonpublic Tuition Assistance Program’s collaborative efforts with State agencies, local interagency committees and (LSS) local school systems.

POSITION DUTIES

Provides daily oversight and supervision of the Nonpublic Tuition Assistance Program responsible  for the student nonpublic tuition assistance application program, data systems and rate setting for the special education nonpublic schools; facilitates in service training meetings for special education nonpublic schools and local school systems participating  in the nonpublic tuition assistance program; performs in depth review and analysis of proposed budgets submitted by  in-state and out-of-state nonpublic special education providers; recommends approval or application modifications as needed; represents the Division on all nonpublic related committees including the Tuition Assistance Program Cost Work Group; prepares and provides written responses and other communication to inquiries from the general public, parents, educators, public agencies and other stakeholders concerning Departmental policies, procedures and/or regulations related to the nonpublic tuition assistance program; provides technical assistance to Local Coordinating Teams and Local Management Boards as outlined in the regulations.

MINIMUM QUALIFICATIONS

EDUCATION:  A Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work in Education, Special Education, Education Policy or a closely related field.

EXPERIENCE:  Five (5) years of administrative or affiliated experience working with, special education programs or service delivery.  Professional experience interpreting, implementing and communicating education policies and procedures and supervision of professional staff are desirable.

NOTES: Two additional years of extensive experience directly related to the position may be substituted for a Master’s Degree.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of special education laws regulations, policies, programs and issues; knowledge of Nonpublic Tuition Assistance Programs; knowledge of  application processes, data systems and rate setting for special education nonpublic schools; skill in responding effectively to problems and inquiries from school personnel and concerned stakeholders; skill interpreting and applying laws and regulations governing special education programs; ability to manage multiple tasks; ability to establish and maintain harmonious working relationships with Local School Systems and Nonpublic schools;  ability to clearly communicate  orally and in writing.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
