Main Purpose of Job

This is a professional supervisory position responsible for monitoring local lead agencies and local school systems to ensure compliance and improve results for infants, toddlers, young children, and youth with disabilities and their families, birth to age 21.  

POSITION DUTIES

Directs Statewide implementation of the Monitoring for Continuous Improvement and Results (MCIR) activities; provides technical assistance, development and coordination of needs assessments and annual plans for professional development; utilizes the statewide data system for disseminating information and evaluating the effectiveness of services to children  and youth with disabilities; coordinates the differentiated monitoring activities assigned to monitoring specialists and consultants; leads on-site monitoring teams in activities that determine public agency compliance with the IDEA and COMAR as it pertains to children with disabilities, Birth – age 21; ensures inter-rater reliability by meeting with monitoring team members to review regulations and determine acceptable limits for verification of appropriate implementation.

MINIMUM QUALIFICATIONS

EDUCATION:  A Master’s Degree or equivalent 36 post baccalaureate credit hours of course work in Education, Special Education or a related field.

EXPERIENCE:  Five (5) years of professional administrative experience in or affiliated with special education or early intervention, experience coordinating or administering programs related to services for individuals with disabilities and their families is preferred. Experience with direct supervision of other professional employees desired.

NOTE:  Two additional years of experience as defined may substitute for the Master’s Degree.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of trends, regulations, policies, and issues governing early intervention and special education programs; knowledge of programs that address public and private/non-profit sponsored support services for families that have children with disabilities; skill in collecting and managing data and information; skill in maintaining effective working relationships; skill organizing and managing multiple tasks; ability to establish and maintain harmonious working relationships with internal and external stakeholders; ability to communicate clearly and effectively both orally and in writing, through the presentation of concise yet comprehensive training, analyses and reports.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
