Main Purpose of Job

This position is responsible for determining the eligibility of students with disabilities for Pre-Employment Transition Services and to plan and implement Pre-Employment Transition Services to assist high school students with disabilities with: job exploration counseling, work-based learning experiences, counseling on opportunities for enrollment in comprehensive transition or post-secondary education programs, workplace readiness training to develop social skills and independent living and instruction in self-advocacy.

POSITION DUTIES

Manages the processing of student referrals, conducts intake interviews, and compiles documentation for Pre-Employment Transition Services to determine eligibility for services.  Develops agreements that include services to be arranged or provided and refer students to appropriate programs and follow along to assure implementation.  Serves as liaison with Local Education Agencies with regard to referrals and provide technical assistance as it relates to Pre-Employment Transition Services.  Works collaboratively with the DORS vocational rehabilitation counselor, community and educational programs.

MINIMUM QUALIFICATIONS

EDUCATION: 

Possession of a Bachelor’s Degree.

EXPERIENCE: 

Level I – Professional experience in a behavioral or social science related field is preferred. Bilingual skills preferred.  

Level II – Two years of professional experience in a behavioral or social science related field is required; a Master’s Degree in a Behavioral or Social Science related field may be substituted for one year of the required experience.  Bilingual skills preferred.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of:  principles, procedures and regulations involved in providing rehabilitation services; professional counseling, interviewing, and evaluation procedures; relationship between functional limitations presented by disabilities and employment goals; social and economic structure of the Community organizations and groups providing services and information for people with disabilities; practices relating to job search and employer outreach activities; and of laws and regulations governing the administration of vocational rehabilitation, worker’s compensation, social security, and social services.  Skill in adaptive and assistive technologies; establishing and maintaining appropriate relationships with consumers, employers, representatives of public and private organizations, providers of rehabilitation services, general public, and government officials.  Ability to: communicate effectively; effectively plan and organize assigned work and meet established performance standards; coordinate and deliver multidisciplinary services required to support rehabilitation programs; analyze and interpret complex and varied medical, psychological, and vocational reports.  Regular attendance and ability to complete work in a reasonable time frame is required.

SPECIAL REQUIREMENTS

Applicants must consent to State Police Investigation (fingerprinting) as a routine procedure for all employees in this classification.

BENEFITS

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year. 

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
