Main Purpose of Job

This position is responsible for coordinating Maryland Early Childhood Family Engagement digital communications efforts by developing and optimizing the online systems to support Early Childhood Family Engagement in Maryland in accordance with the goals and objectives of the Maryland State Department of Education grants and contracts policies and procedures.

POSITION DUTIES

The position directly oversees the development and maintenance of the family engagement project that includes web-related activities such as developing and maintaining the family engagement portal and social media channels, updating MSDE and DECD website materials, supporting local initiatives, and providing technical assistance to the Maryland Early Childhood Family Engagement Council, the State Early Childhood Advisory Council (ECAC), Local Early Childhood Advisory Councils (LECACS) and sub-grantees/contractors; engages partners and stakeholders through websites such as Facebook, Twitter, and Pinterest, plans and deploys social marketing campaigns. Assists with writing and editing communications copy, including blogs, news releases and publications; communicates with the Family Engagement Coalition, ECAC members, local school systems, child and family service providers and local and State agencies on early childhood family engagement activities, publications, and events; researches trends and advancements in family engagement techniques. Monitors and provides media, website analytics and social media metrics to senior staff.

MINIMUM QUALIFICATIONS

EDUCATION:  Bachelor’s Degree from an accredited college or university in Communications, Marketing, Public Relations, Journalism, Web Development, Computer Science, Intermedia and Digital Arts, or a closely related field is required.

EXPERIENCE:  Two (2) years of professional experience in web content management systems and social media.

NOTES:

1. Applicants may substitute graduate education in business, accounting, economics, finance, political science or public administration at a rate of 30 credit hours for each year of experience.

2. Applicants may substitute additional experience on a year for year basis for the required education.

SELECTIVE QUALIFICATIONS

Knowledge of website content management systems; experience with WordPress, HTML, Google Analytics, Adobe creative suite, Gov. Delivery platforms; knowledge of various communication platforms (including social media, public relations, marketing, print media, digital and interactive communications and user experience); skill interpreting policies, procedures, laws and regulations; ability to establish and maintain harmonious working relationships; ability to communicate clearly and effectively both orally and in writing.

DESIRED OR PREFERRED QUALIFICATIONS

A Master’s Degree.

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
