LOCATION OF POSITION
Three (3) Positions located in Regional Offices in Baltimore City, Harford County, and Howard County
Main Purpose of Job
This is a contractual position responsible for providing technical assistance, support and coordination of services to early care and education programs, including child care centers, family child care homes, Head Start and Public Pre-K programs throughout the State of Maryland.
POSITION DUTIES
Provides technical assistance to participating programs; coordinates efforts with licensing offices and regional child care resource and referral offices; Conducts on-site consultation visits provides information on Maryland EXCELS program standards; verifies the accuracy of Maryland EXCELS ratings; determines qualifications of child care center staff per the regulatory requirements specified by COMAR; assesses Maryland EXCELS standards with regard to regulatory compliance and quality improvement; makes recommendations for additional technical assistance or training through the Child Care Resource Center Network.
MINIMUM QUALIFICATIONS
EDUCATION: A Bachelor’s Degree in Education, Education Administration or a closely related field.
EXPERIENCE: Two (2) years of professional administrative or teaching experience in or affiliated with an education program. Experience inspecting, licensing and monitoring child care facilities.
DESIRED OR PREFERRED QUALIFICATIONS
Knowledge of trends, regulations, policies, and issues affecting education program improvement and school readiness gaps; knowledge of procedures and practices which ensure safe and sanitary conditions at child care facilities; skill in implementing and monitoring program evaluations; ability to develop and initiate policies and procedures and to present recommendations clearly and concisely; ability to interpret and apply laws, regulations and standards governing education agencies; ability to organize and manage multiple tasks; ability to work as a team member and establish and maintain effective working relationships; ability to communicate effectively, both orally and in writing.
LIMITATIONS ON SELECTION
Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
