Introduction

RECRUITMENT IS LIMITED TO CURRENT PERMANENT AND CONTRACTUAL DIVISION OF REHABILITATION EMPLOYEES IN THE FOLLOWING PROGRAM AREAS:  OFFICE OF FIELD SERVICES; WORKFORCE & TECHNOLOGY CENTER; OFFICE FOR BLINDNESS AND VISION SERVICES; CLIENT ASSISTANCE PROGRAM.

Main Purpose of Job

Develop, conduct, and implement system-wide program evaluation activities, utilizing the electronic case management system and other sources of data, to determine the effectiveness of programs, services, policies and procedures for the Division of Rehabilitation Services.

POSITION DUTIES

Program Evaluation

Review agency progress in achieving WIOA Common Performance Measures in accordance with the Maryland Combined State Plan, perform the agency's Comprehensive Statewide Needs Assessment  and compile outcome information and data for DORS quarterly and annual  reporting requirements.  Conduct specialized studies related to program services and outcomes, as requested by the DORS Director, Executive Staff, and Program Managers and Staff Specialists in the Office of Administrative and Financial Services, Office of Field Services, and Office of Blindness and Vision Services,  through utilization of the AWARE case management system and auxiliary reports. Analysis data required for DORS to respond to requests for information from  universities, the Department of Budget and Management, Rehabiliation Services Administration, (RSA), CSAVR, DLLR, other state agencies. Use Microsoft Access, Excel, Word, and PowerPoint in completion of program evaluation activities, including compiling findings and preparing written and oral reports.    

AWARE Leadership and Technical Assistance

Serve as Lead for the AWARE Testing and Training teams and the AWARE Implementation and Management (AIM) Team. Adapt new AWARE versions for staff use, draft related program directives, and provide related training. Monitor the AWARE Field Support mailbox daily and respond to routine requests for case management assistance. Manage AWARE letter and form templates, fund sources, plan and authorization service categories and coding, and related materials. Enter and update staff case service budgets and objectives.  Assess the accuracy of AWARE reports, especially those used for staff performance evaluation, and facilitate correction, as needed. Create AWARE staff security profiles and provide basic first day instruction during Getting Connected. Represent DORS on the Alliance Enterprises (AWARE) User Group Meetings, and alert Executive Staff to significant product developments  

Data Collection and Analysis

Verify AWARE data elements and manage post-exit data collection required for quarterly RSA 911 reporting, and other state and federal reports. Assist the Director of the Office of Administrative and Financial Services to respond to inquiries from MSDE, the Office of Legislative Auditors, Single State Auditors, and the Office of the Inspector General. Maintain and support the utilization of case review tools and related reports.    

Committees and Workgroups

Contribute to other committees and work groups, as assigned, including the DORS Policy Review Committee, the Needs Assessment committee, and the Quality Assurance committee.

MINIMUM QUALIFICATIONS

EDUCATION:  Bachelor's Degree required.  Possession of a Master's Degree or 36 credit hours of equivalent baccalaureate course work is preferred.

EXPERIENCE: Three (3) years of experience with the DORS' VR program; four (4) years is preferred.

NOTES:

1.  Two (2) years of experience working with Community Rehabilitation Program may be substitute for up to one (1) year of experience working at DORS.

2.  Two (2) additional years of experience may be substituted for the Master's degree or 36 hours of equivalent post-baccalaureate course work.

3.  The above requirements are set by the Maryland State Department of Education in accordance with Education Article, Section 2-104.
