Introduction

Main Purpose of Job

The Chief Attorney in the Juvenile Division combines his/her demonstrated dedication to the representation of indigent clients with his/her strong leadership and litigation skills to ensure the highest standard of client representation in a team-oriented environment focused on a client-centered approach to representation. The Chief Attorney of the Juvenile Division is involved in the day-to-day operations and supervision of the supervising attorneys, attorneys, and core staff assigned to the Juvenile Division in Baltimore City.  The Chief Attorney reports directly to the District Public Defender and the Deputy District Public Defender for Baltimore City.  This position will be located at 300 N. Gay Street, Baltimore, Maryland 21202.

POSITION DUTIES

Primary Duties and Responsibilities

•Supervises and manages the supervising attorney, attorneys and other professional and core staff in the Juvenile Division.

•Collaborates with all members of the District One Leadership team to set priorities and maintain a high standard of representation by fostering mentorship, teamwork, and communication.

•Actively consults with attorneys on case preparation and trial strategy.

•Monitors the distribution of juvenile cases and attorney caseloads to ensure optimal client outcomes.

•Participates in working group of juvenile public defense advocates and actively encourages attorneys to do the same.

•Cultivates excellence and professional development amongst attorneys, including providing regular in-house training programs, and working with the Training Division and other Statewide Divisions to develop training programs.

•Ensure the representation of juvenile clients in conflict cases.

•Maintains an active caseload and participates in exemplary juvenile public defense litigation.

 

 

Training and Qualifications

•Demonstrated commitment to zealous and comprehensive juvenile public defense, including extensive juvenile delinquency experience.

•Demonstrated knowledge of the principles of attorney supervision, training, professional development, and State personnel policies and procedures.

•Ability to supervise relationships, including possessing the cultural competency skills necessary to effectively supervise a diverse staff.

•Extensive criminal litigation experience and strong trial skills (5 years minimum).

•Active membership in good standing in the Maryland Bar or Bar of another State.*

 

 

 

MINIMUM QUALIFICATIONS

Education: Possession of a Juris Doctorate or equivalent degree from an accredited school of law.

Experience: Experience as a practicing attorney.

Notes:

1. An Assistant Public Defender Headquarters Supervisor must be a member of the Maryland Bar at the time of appointment.

2. The above requirements are set by the Office of the Public Defender in accordance with Criminal Procedure Article, Section 16-203 of the Annotated Code of Maryland.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in general attorney classification or general attorney specialty codes in the legal and kindred group field of work on a year-for-year basis for the required experience and education.
