Main Purpose of Job

The main purpose of this position is overseeing and coordinating agency operations i.e., Fiscal/Budgetary, Administrative (Fleet Management, Vital Record, Transportation, Billing, Collections, and Registration, Inventory, Purchasing/Procurement,) Human Resources, Information Technology, Physical Plant/Maintenance, Security and Other Sites (Leases and Maintenance.) The position is responsible for planning, organizing, implanting, administering and supervising the interpretation and application of agency policies, directives, and procedures designed to accomplish the mission of the agency. The position is responsible for program(s) review, development evaluation, and coordination. This position is responsible for and provides oversight to 14 million dollars of funding for the Washington County Health Department, which consists of local, state and federal funds. This includes preparing and overseeing submission of all budgets, administering approved funding including maintenance and balancing of expenditures and collection accounts of all programs.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Bachelor's Degree in Public Administration, Business Administration, Health Administration, or Accounting and Finance and a minimum of 5 years of health services administration work experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates will possess:

  • Master's Degree in Public Administration, Business Administration, Health Administrations, or Accounting and Finance.
  • Local health department work experience
  • State of MD work experience
  • Financial Management Information System (FIMS) accounting system work experience
    Revenue cycle management work experience
  • Advanced skill in the use of MS Office Excel
  • Intermediate skill in the use of MS Office Suite

This is a Management Service position, and serves at the pleasure of the Appointing Authority.
