Main Purpose of Job

This position will serve as the Deputy Director for the Office of Employment and Program Equity (OEPE) for the Department of Human Resources (DHR) responsible for assisting the Director of OEPE in executing the mission of the agency and providing leadership to the office. The mission of DHR's OEPE office is to ensure equal opportunity in all areas and aspects of the agency and to prohibit discrimination in all areas of employment and service delivery.

POSITION DUTIES

This position directs and/or assists in the management of the following:  Departmental compliance with federal and state laws, policies and mandates related to Equal Employment Opportunity, Americans with Disabilities Act, Affirmative Action and Title VI requirements. Coordinates, develops, revises and evaluates Employment Opportunity (EO) training programs and materials, schedules and conducts Sexual Harassment, Cultural Diversity, ADA and Discrimination Training for all DHR staff. Determines agency's EO training needs. Represents DHR at the Office of Administrative Hearings' (OAH) appeal hearing by providing testimony and supportive documents. Responsible for developing policy and procedures; recruiting, evaluating and providing on-going training of existing and new mediators.   Supervises OEPE staff along with providing guidance and direction. Assigns, reviews, evaluates and corrects the work of staff to ensure completeness and accuracy prior to submission to the Director.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. Two years must have involved the following: supervision of other employees, overseeing and coordinating the operations of a unit, applying rules and exercising responsibility for the development of policies or procedures.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

  • Experience in addressing Civil Rights issues in accordance with the Civil Rights Act of 1964, Americans with Disabilities Act as Amended and TitleVI.
  • Developing and Implementing training programs.
  • Experience in Equal Opportunity Employment representing an agency, organization, or staff at EEOC and MCCR Fact Finding Hearing.
  • Experience with budgeting and filing Annual Reports.
  • Excellent writing and oral presentation skills.
  • Possess excellent organizational skills.
  • Experience with data collection and tracking.
  • Excellent computer skills including knowledge of MS Word, PowerPoint, Access and Excel.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

This position will be required to travel therefore candidates will be required to possess a driver's license valid in the State of Maryland.
