Main Purpose of Job

The main purpose of this position is to assist the Maryland State Registrar in managing the operation of the Division of Vital Records, the State agency responsible for the collection, registration, storage, and issuance of vital records for the State of Maryland. The incumbent will assist the State Registrar in directing the collection, registration, and issuance of vital records; managing approximately 50 staff members; developing standards for security of records; providing assistance to hospitals, funeral homes, courts and the general public regarding the registration and issuance of records; managing financial resources; coordinating matters pertaining to legislation and regulations; coordinating responses to audits; overseeing the preparation of responses to controlled correspondence, and assisting in the planning, development and implementation of new information technology projects.

 

MINIMUM QUALIFICATIONS

Requires a bachelor’s degree and six years of administrative or professional experience, three of which at a supervisory or management level.  The successful applicant must have at least 2 years of experience enforcing policies and procedures within a public setting.

A master’s degree will substitute for one year of general experience.  Additional experience will substitute on a year-for-year basis for the bachelor’s degree.  A doctorate will substitute for two years of general experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate should have experience with fiscal budgets, COMAR, and Vital Records eligibility requirements.
