Main Purpose of Job

This position develops certain plans, policies and procedures for Child Protective Services (CPS), Family Preservation Services (referred to as In-Home or Consolidated Services) and Out-of-Home Services to achieve safety, permanence and well-being needs of children within the Department of Human Resources, Social Services Administration. The incumbent in this position develops training for administrators, supervisors and caseworkers in the Local Departments' of Social Services (LDSS) and other child welfare professionals; provides consultation and technical assistance to local departmental staff, governmental and private agencies including analyst to legislators; monitors local departments' for program effectiveness and compliance with State and Federal laws, regulations and policies; conducts reviews that may require face-to-face discussions with local department caseworkers, supervisors, administrators and assistant directors for service; participates in taskforce and committee meetings, workgroups, and may sit on various boards related to child welfare concerns; and represents the program and administration on all In-Home related Maryland Children Electronic Social Service Information Exchange (MD CHESSIE) needs, specifications, logistics for testing, and program planning discussions.

POSITION DUTIES

Monitors 24 LDSSs for compliance with Federal and State regulations; monitors complex projects of a statewide scope to determine progress and effectiveness; reviews and analyzes narrative and statistical reports; monitors local departments' for program effectiveness and compliance with State and Federal laws, regulations and policies; serves on various boards, taskforces and committees with administrators, department heads, deputy directors, from Local Departments' and other State agencies (i.e. Department of Health and Mental Hygiene (DHMH), Department of Juvenile Services); conducts meetings with Local Departments' and representatives from State agencies related to child welfare services; provides customer service to both internal and external customers; provides assistance to concerned citizens of Maryland by responding to concerns regarding the delivery of child welfare services; generates responses on behalf of the Governor, Lieutenant Governor, DHR Secretary, Executive and Deputy Executive Director for SSA, and Managers for various Child Welfare Programs; provides technical assistance to related State agencies: i.e., the Department of Health and Mental Hygiene (DHMH), Department of Juvenile Services (DJS), and the Maryland State Department of Education (MSDE) on matters related to child welfare services; consults with local departmental staff and private agencies about certain casework practices that impacts children and their families, especially those families when a substance exposed infant is born; and participates with Federal partners in discussing the implications of Federal regulations as they impact on child welfare services in Maryland.

Prepares policy directives outlining program policies and procedures on In-Home Services with a targeted focus on Substance Exposed Newborns and on health care needs of children subject of a CPS response and those in Out-of-Home care; develops and maintains appropriate child welfare service policies to reflect changes in Federal and State laws; delivers presentations to professional and lay groups on Maryland's CPS and In-Home programs; uses the Client Information System (CIS) and MD CHESSIE to retrieve case specific information needed to respond to questions and concerns; incorporates MD CHESSIE instruction into child welfare policy and procedure; uses the CIS and MD CHESSIE to compile and retrieve aggregate information needed to develop reports on program progress and problems; prepares budget items for child welfare programs including justification statements; reviews and analyzes budget for impending fiscal year and analyzes program to determine if adjustments are warranted; prepares Request for Proposals (RFPs) for certain child welfare related programs and services; prepares contracts with vendors for certain child welfare services; and obtains bids for services as outlined by procurement procedures.

MINIMUM QUALIFICATIONS

Education: A bachelor's degree from an accredited college or university.  

Experience: Eight years of experience in administrative or professional work.  Three years of this experience must have involved the supervision of other employees or exercising responsibility for program evaluation.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

1.    Possession of a Master’s degree in Human Services or related field.

2.    Experience working in a public human service agency or non-profit.

3.    Experience managing and overseeing child welfare programs or medical case management.

4.    Strong written and oral communication skills.

5.    Ability to prioritize and multi-task effectively.

6.    Flexibility in a busy environment.

7.    Strong time management, priority setting and problem-solving skills.
