This is a position specific recruitment for the Department of Natural Resources, Fishing and Boating Services. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The Department of Natural Resources (DNR), Fishing and Boating Services, located in Annapolis, Maryland, is currently accepting applications for a Program Manager I. The main purpose of this position is to develop and maintain a management system which provides for the conservation and equitable use of the Chesapeake Bay blue crab resource. Effective execution of this job involves envisioning and overseeing appropriate research, monitoring and management activities needed to insure a sustainable, healthy blue crab population. The Program Manager is responsible for three segments of the blue crab program: a management section, a research section, and a monitoring section. The management segment focuses on state-specific and inter-jurisdictional blue crab management issues. This activity requires close communication and cooperation with constituents and with government officials at the local and state levels in both Maryland and Virginia as management policies are developed. The research segment focuses on identifying projects which will improve our understanding of the life history and population dynamics of the species. Progress in research will improve the Department's ability to appropriately manage the Bay's blue crab fisheries. The monitoring section develops, guides and implements the collection of monitoring data needed to track progress towards achieving Maryland DNR's blue crab management objectives.

MINIMUM QUALIFICATIONS

For education obtained outside of the United States (U.S.), you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the U.S., please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.html with the application.

Education:  Possession of a Bachelor's degree from an accredited four-year college or university with course work focusing on the natural sciences and/or natural resource management field. 

Experience: Three years of experience working in the field of natural resource management or the natural sciences.  A Master's degree in the field of natural resource management or the biological sciences from an accredited college or university will substitute for two years of experience.  One year of experience must have involved leading or supervising employees, developing policies and procedures, and working with intra and inter agency managers and professionals. Applicants must be thoroughly familiar with computer and software applications such as ACCESS EXCEL and PowerPoint.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following.  Include clear and specific information on your application regarding the qualification(s).

• Experience working with natural resource stakeholder groups, specifically, commercial and recreational    fishermen.

• Coursework relating to fisheries and/or marine sciences.

• Substantial program/project management experience.

• Experience in the following areas: meeting facilitation, coordination and outreach skill; public speaking / presentation experience.

• Knowledge of the biology / life history of the blue crab in Chesapeake Bay.
