Main Purpose of Job

To oversee day to day operations of the Commission and to ensure that the agency's seven operational units function with maximum efficiency. This position is also responsible for the oversight of the agency's Managing for Results (MFR) initiatives and developing ongoing stratagies to ensure the MFR goals and objectives are achieved. It coordinates with the Office of Attorney General all matters pertaining to litigation filed against the Commission as well as matterst that requires legal review and/or interpretation. The Operations Administrator represents the Chairperson on various departmental committees and work groups, and coordinates with other agencies initiatives necessary for the Department to achieve its objectives. This position's duties also includes the coordination of programs with other criminal justice agencies and the interpretation of Commission Law, policies and regulations to staff, the public, courts and other agencies.

POSITION DUTIES

  • Assists the Chairperson with the overall management of the Commission that includes eighty employees; serves as designated Appointing Authority for agency in the absence of Chairperson; monitors the agency budget in conjunction with the Chairperson, develops, articulates and disseminates agency policy; evaluates staffing needs and reassigns personnel; sets performance standards for Commission units; reviews performance evaluations and imposes progressive discipline when appropriate.  
  • Meets regularly with managers of the Commission units to ensure that agency goals and objectives are being achieved; ensures policies are reviewed and updated as necessary; reviews and assesses unit productivity and makes recommendations and/or determines what action is to be taken to improve unit productivity; trains and educates staff on new initiatives; implements new programs or procedures when necessary.
  • Manages, directs, supervises and evaluates subordinate staff; guides unit managers and staff to maintain a high level of efficiency with respect to operations. Assists with development and implementation of programs and projects in conjunction with sister agencies; meets regularly with administrators of agencies to address concerns and develop solutions for problems.
  • Develops Managing For Results (MFR) goals and objectives and strategies to achieve same; compiles, reviews, assesses and evaluates MFR data and reports, findings/recommendations to Departmental liaison.
  • Coordinates litigation with Office of Attorney General and seeks legal advice on cases requiring resolutions; prepares the agency's Annual Report; responds to inquiries from the judiciary, Office of the Attorney General, State's Attorneys, social agencies and programs, inmates and attorneys concerning parole-related or case specific issues.

 

MINIMUM QUALIFICATIONS

Education:    Possession of a Juris Doctorate degree from an accrediated college or university.

Experience:    Three (3) years working for Corrections or a Criminal Justice related agency with two (2) years of supervising or managing others.    

SELECTIVE QUALIFICATIONS

Experience working with the National Crime Information Center (NCIC), Offender Case Management System (OCMS) and/or Criminal Justice Information System (CJIS).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
