Main Purpose of Job

The main purpose of this position is to provide overall leadership, administration and direction for the Workforce Development Office within the Department of Human Services (DHS), Social Services Administration (SSA). This position is responsible for planning, organizing, facilitating and overseeing development, implementation and evaluation of the statewide child welfare professional development training, workforce development, communications and reports concerning Federal compliance and external training contracts.

POSITION DUTIES

Leads the development of targeted workforce development opportunities that supports the implementation and sustainability of SSA's key strategic priorities; maintains an effective partnership with SSA Continuous Quality Improvement staff to ensure that system level performance data and aggregated child and family level assessment data are used to inform initial and ongoing workforce development efforts; monitors State/local data trends in child welfare programs and practice; provides consultation and technical assistance to internal and external stakeholders on program regulations, policies and child welfare general issues; acts as key principal advisor to the agency Executive Director and DHS Secretary on all policies, procedures, requirements and recommendations pertaining to the administration of child welfare training and quality assurance; develops and delivers training curricula to statewide child welfare private provider agencies to ensure training alignment with public child welfare staff and providers; establishes and approves training curriculum, CEU applications, coaching calls, and oversees ongoing training needs; provides administrative leadership and oversight for the contract with the University of Maryland School of Social Work for the Child Welfare Academy (CWA) and the University of Maryland School of Social Work for Title IV-E; tracks, reports expenditures and makes recommendations for allocation of resources; develops allocation formulas and budgets for the use and distribution of available funds; develops Request for Proposals for contract bids and other information related to contracts; coordinates with DHS Human Resources Development and Training Unit to recruit and evaluate the progress and compliance of students who participate in the Title IV-E Education in a Public Child Welfare Program; and performs other related duties.

MINIMUM QUALIFICATIONS

Education: Possession of a master’s degree in human services, organizational leadership or related field from an accredited four-year college or university.  

Experience: Five years of experience in a human service program or social work. Three years of this experience must have involved training and/or managing, developing and implementing workforce training programs.
