Introduction
This is a permanent Management Service position limited to current employees of DHCD.

LOCATION OF POSITION
The Department of Housing and Community Development's Headquarters Office is located in Prince George's County across from the New Carrollton Metro stop.
POSITION DUTIES
The Construction Administrator is a highly skilled, experienced construction professional that, through the exercise of diverse skills, responsibilities and duties, assures the timely production of reasonably priced and well designed housing units. The individual in this position is responsible for coordinating and overseeing the review and approval of proposed contractors and architects, plans and specifications, construction estimates, work scopes, environmental investigations and other related analysis on approximately one-half of all projects selected for multi-family financing within HDP.
This individual serves as the lead team member on assigned new multifamily projects and to that end, provides guidance, review, oversight and leadership to Contract Management Officers and Underwriters. The types of projects reviewed include new construction, substantial rehabilitation and moderate rehabilitation. Projects range in size from $300,000 to $35,000,000. Required skills include the ability to read plans and specifications, analyze construction estimates, interpret a broad array of environmental studies, have a full understanding of building and related codes, be able to interpret and negotiate architectural and construction contracts, understand the overall process of development and be able to critique entire development budgets. As this position involves the direct and exclusive supervision of a Contract Management Officer, successful management skills and supervisory experience is a necessity.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Five years of experience in management of administrative staff or professional work.
Notes:
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Experience working with simultaneous projects as a construction administrator, manager, or inspector.
- Experience with complicated site preparation, soils remediation, and/or terrain alteration.
