Main Purpose of Job

The Director of the Office of Evidence-based Practices, Housing and Recovery Supports provides leadership, strategic direction, and oversight to the design, development, implementation, and evaluation of a comprehensive statewide continuum of evidence-based practice, housing and recovery supports for adults with serious mental illness, substance-related disorders, or co-occurring mental health and substance-related disorders to facilitate recovery and resilience and to support systems transformation for improved participant, program, and service outcomes. This position leads and provides strategic direction to the Evidence-Based Practice and Quality Management Unit and the Housing and Recovery Supports Unit. The Evidence-Based Practice and Quality Management Unit includes oversight of the Capitation Project and dissemination, implementation, and evaluation of evidence-based and empirically-supported practices, such as Supported Employment, Assertive Community Treatment, Family Psychoeducation, Illness Management and Recovery (IMR), Medication Assisted Treatment (MAT), Permanent Supportive Housing, and Critical Time Intervention. The Housing and Recovery Supports Unit includes oversight of programs, services, and initiatives, such as psychiatric and residential rehabilitation, housing and homelessness services and supports, recovery residences, Maryland RecoveryNet, Recovery Community Centers; and employment services and benefits counseling. The position collaborates with other relevant service delivery systems, state agencies, and partnering organizations in developing an integrated, person-centered, and recovery-oriented service delivery system that emphasizes continuous quality improvement and continuity of care. In recognition that recovery and resilience are foundational elements in BHA's mission, this position, as a catalyst for housing, employment, and recovery support services, remains critical to the fulfillment of the agency mission.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.   

Experience:  Six years professional experience in behavioral health services, two of which must have been at the managerial or supervisory level.  The preferred candidate will have experience in the development, implementation, and evaluation of behavioral health evidence based practices, housing, employment, or recovery support services. The successful applicant should also have experience in complex project management, data-driven decision making, and federal grant program administration and demonstrate excellent written and verbal communication skills.                                             

Notes:

1. Applicants may substitute a Master's or Doctoral degree in a health or human services field for one year of the required professional experience.

2. A bachelor's degree from an accredited college or university in another field plus an additional year of professional experience in behavioral health services may be substituted for the specific degree.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.
