Introduction

The Air and Radiation Administration is accepting applications for the position of a Program Manager III . This recruitment will be used to fill current and future vacancies for this position/function.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.   This is a Management Service position and will serve at the pleasure of the Appointing Authority.

Main Purpose of Job

This position directs the business operations, audit control, administrative/fiscal operations, contract management, personnel services, internal management, and certain inter and intra agency coordination activities for the Air and Radiation Administration (ARA). Key responsibilities of this position also include developing and maintaining management and financial systems so that the fiscal and budget information is currently made available to managers within ARA. This position is also responsible for the long term planning of special projects that require considerable knowledge of ARA programs, annual administration-wide goals and initiatives and development and tracking.  The incumbent of this position will be required to prepare the operating budget for ARA.  This position calls for considerable amount of experience with policies and procedures pertaining to governmental operating budget formulation/management as well as experience managing federal grants.  This is a Management Service position and will serve at the pleasure of the Appointing Authority. 

POSITION DUTIES

The following duties are examples of assignments performed by the incumbent in this classification.  It is not a total comprehensive list of duties, nor is it restrictive regarding job assignments. 

  • Directs the activities of the ARA Program Managers with respect to the proper and effective management and use of budgeted operating funds and is responsible for the overall management and the effective and proper use of ARA's $21 million operating budget.
  • Evaluates the existing financial management systems and organizational structure and develops and implements new or revised systems and structure to improve and maintain an improved level of fiscal service to ARA senior management.
  • Evaluates short and long-term funding needs to accomplish ARA's program objectives and develops strategies for having a sustained and adequate revenue stream of federal, special and other state agency funds to allow those objectives to be met. 
  • Directs ARA's administrative/fiscal activities in the areas of procurement, personnel, expenditure management, budget preparation, justification and implementation, grants management, audit control systems, inventory control, accounts receivable and accounts payable.
  • Serves as the authority for ARA in the areas of budget preparation and implementation management, manpower development and personnel actions including vacancy management, organizational charts, and funding for all actions.  Ensures that all ARA Program Managers follow internal fiscal and audit control procedures and audits the use of such procedures periodically. 
  • Provides oversight control, support and review of all ARA private  contracts and interagency agreements.  This includes: the review and approval of contract agreements for accuracy, funding availability, proper format and terminology, pricing limits, audit compliance and detailed work specifications as it relates to budget detail and proper invoicing. 

MINIMUM QUALIFICATIONS

Education:  Bachelor’s degree from an accredited college or university in Business/Business Administration, Finance, Accounting, Economics or a related field of study.

Experience: Five years of professional experience in budget formulation/management, including responsibility for the development of fiscal policies and procedures.  Three years of the experience must have involved the supervision of a professional staff.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Experience with policies and procedures pertaining to governmental operating budget formulation/management;
  • Experience managing federal grants;
  • Successful management leadership and supervisory experience in the fields of budget; finance, budget legislation and/or revenue projection;
  • Organization, planning and management skills with a background in budget/financial analysis;
  • Demonstrated strength in analytical interpersonal, communication and presentation skills with the ability to analyze complex issues to propose alternative courses of actions;
  • Experience preparing operating budgets;
  • Experience with Excel spreadsheets.
