Main Purpose of Job

The State Opioid Treatment Authority Director functions as Program Manager in the Behavioral Health Administration's (BHA) Compliance Unit of the Managed Care and Quality Improvement Division. This position has responsibility for program planning, evaluation and implementation of public policy regarding addictive disease and facilitating improvement in the quality of services provided by the Public Behavioral Health System. As a Program Manager, this position supervises professional staff and manages budget and other resources in accordance with BHA's policies and procedures. This position provides system oversight, evaluating service system compliance with regulatory requirements and guidelines, responding to requests for regulatory and policy exceptions, coordinating the response to complaints and/or allegations, approving new Opioid Treatment Program sites, and other related duties. The Director is responsible for coordinating and participating in regularly scheduled reviews of Opioid treatment programs as mandated by Federal standards, contributing to the State planning process, functioning as a liaison to BHA's licensing unit for matters involving program certification, and coordinating responses to Departmental requests for information and assistance.

MINIMUM QUALIFICATIONS

Bachelor's Degree in Health or Human Service with at least 4 years of experience conducting quality assurance or program compliance reviews or responding to program service complaints in the substance use program treatment area.  Two of the four years of experience must have included supervision of staff. 

A Master's Degree in Health or Human Service will substitute for 2 years of the non-supervisory experience. 

DESIRED OR PREFERRED QUALIFICATIONS

The desirable candidate will, additionally, have experience-based knowledge of methadone treatment, relevant state and federal regulations specific to this treatment, and familiarity with Opioid Treatment Programs (OTPs).

This is a Management Service position, and serves at the pleasure of the Appointing Authority.
