This is a MANAGEMENT SERVICES position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.

Main Purpose of Job

This position provides senior level consultation to the Executive Director of Field Support Services through the independent managing of projects and coordination of activities of the program directors. This position coordinates policy development and revision, tracking of all programs and services, tracking of all related legislation, and overseeing grant management activities. This position assists the Executive Director in planning, organizing, implementing, and supervising a variety of activities in order to achieve the goals and objectives of Field Support Services. Assist the Executive Director of Field Support Services with the administration of programs and services delivered to offenders within the Division of Pre-Trial and Detention Services, and the Division of Correction, to include the planning and evaluation of programmatic activities, and services related to re-entry, substance abuse treatment, mental health services, medical, etc.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Works with the program directors in coordinating and implementing activities and programs, including guiding and advising program directors in the development of new initiatives; monitoring and reporting on progress of activities and programs to ensure the accomplishments of the goals and objectives of the unit.
  • Represents Field Support Services when consulting with staff of other units within DPSCS on treatment-related issues involving budget, policy development, staffing, legal matters, procurement, grant activities, legislation, research and program implementation.  Serves as chairperson on the Female Offender Work Group and the Inmate Handbook Work Group.
  • Reviews Field Support services MOU's, contracts, policies and procedures to evaluate their effectiveness and recommend modifications, elimination of agreements, etc.
  • Represents the Executive Director of Field Support Services at meetings with outside agencies and organizations to coordinate new projects and develop new partnerships.
  • Supervises program directors by monitoring job performance, addressing human resources issues, responding to grievances, approving leave, etc.

MINIMUM QUALIFICATIONS

Education:  Bachelor's degree in Criminal Justice, Criminology, Social Work or related field from an accredited college or university.

Experience:
10 years of experience in a correctional institution, including 5 years of experience planning, coordinating or consulting in the development and/or operation of inmate programs.
5 years of supervisory experience.
5 years of experience in policy development.
2 years of experience in preparing bill analysis and fiscal notes.

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred, not required:

Masters degree in Criminal Justice, Criminology, Social Work or related field from an accredited college or university.

EXAMINATION PROCESS

All persons who meet the minimum and selective qualification will be approved on the certification list and will be placed on the employment (eligible) list for at least one year.
