LOCATION OF POSITION

Based at 301 W. Preston Street, Baltimore, MD 21201.  Project sites are located throughout the State, with travel required as needed.

Main Purpose of Job

The Maryland Department of General Services (DGS) Division of Facilities Planning, Design & Construction is seeking an individual to serve as Program Manager for the Public School and Community College Construction Unit.  The Division is the design and construction technical arm to the State's Inter-Agency Committee (IAC) for Public School Construction, providing design reviews for all State funded public K-12 school projects.  The IAC consists of DGS, the MD State Department of Education and the MD Department of Planning.  The unit is responsible for review of technical contract and design documentation for public schools averaging $325M and community colleges averaging $65M annually.  The unit is dedicated to providing a valuable technical service to the schools, and DGS is looking for an individual to work on innovative ways to enhance this value.

POSITION DUTIES

Essential Duties/Responsibilities include:

* Serve as a designee for the Secretary of DGS to the State's Inter-Agency Committee (IAC) for Public School Construction.

* Review all documentation submitted to the IAC on Public School Construction, provide summaries and recommendations of the material.

* Provide technical assistance to community college and local school system staff on complying with State funding requirements.

* Provide management of the technical review process for design submissions and contribute to the technical reviews as needed.

* Work closely with the Executive Director of the Public School Construction Program to develop and implement new approaches to managing the public school capital improvement process.

* Review and comment on Capital Improvement Programs (CIPs) for the K-12 public schools and community colleges, and make recommendations for State funding distributions.

* Take the lead on the review of systemic projects submitted to the IAC for funding by providing technical assessments of these projects.

* Manage the outsourcing of design reviews including development, procurement and management of contracts for outsourced reviews.

* Prepare required administrative documentation for projects including Board of Public Works agendas for community college State funded projects.

* Communicate effectively, verbally and in writing, with a variety of project stake holders.

* Proficiency in industry-standard computer software such as Word, Excel and Microsoft Project.

MINIMUM QUALIFICATIONS

Education:  A Bachelor’s degree from an accredited college or university.

Experience:  Five (5) years of progressive experience in capital programming, preparation of design and construction documents, or overall project management and oversight of institutional and educational construction projects.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants with demonstrated possession of the following knowledge, skills and abilities:

• Degree in Architecture, Engineering or Construction Management.

• Credentialed as a Registered Architect (RA), Professional Engineer (PE), or Landscape Architect (LA).

• Experience with School Design and Construction.

• Experience with Capital Programing.

• Experience in design, coordination and constructability reviews, life cycle cost analysis and high performance building methods.

• Strong organizational and analytical skills.

• Good leadership and team skills.

• Experience with Energy Reduction and tracking for educational facilities.

EXAMINATION PROCESS

Eligible lists may be used to fill future vacancies of the same classification.

You MUST possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority.  If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process.  Permanent State employees may also complete necessary experience requirements within six months of the date of an examination.  Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time spent on such activity.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.
