Main Purpose of Job

The main purpose of this position is to represent the Technical Staff (“Staff”) in administrative proceedings before the PSC and its Public Utility Law Judges and to assist in the management of the Office of Staff Counsel.  

This includes, but is not limited to, (1) representing the Commission Staff in proceedings before the Commission, (2) rendering legal advice to the Staff Counsel and Technical Staff (3) assisting Staff in identifying factual, policy and legal issues that need to be addressed and in preparing testimony and other work products to address the material issues, (4) managing and coordinating the development of Staff’s position in assigned matters, all in consultation with the Staff Counsel, (5) assists with the supervision of Staff Attorneys I, II and III in the performing (1)-(4) and performs administrative duties in assigning and monitoring workload, in consultation with the Staff Counsel.    

In addition, at the direction of the Staff Counsel, the Deputy Staff Counsel assists in the management and supervision of the Office of the Staff Counsel and the management of the Technical Staff to ensure that Staff’s presentation before the Commission is consistent with Staff’s legal obligation and direction of the Commission and the Office of the Executive Director.

MINIMUM QUALIFICATIONS

Education:  Possession of a Juris Doctorate from an accredited law school and admission to the Maryland Bar.

Experience:  Seven years of legal experience.  Four years of this experience must have included judicial and administrative litigation and case management.

DESIRED OR PREFERRED QUALIFICATIONS

Experience with utility-related law preferred.

Excellent communication skills, both oral and written, is also required.
