POSITION DUTIES

The Department of Budget and Management’s Employee Benefits Division (EBD) is seeking a candidate to be the Assistant Director overseeing - Fiscal Services. This position reports to the Director of the Employee Benefits Division and will manage and oversee the accounting and auditing functions of the health and insurance programs for the State Employee and Retiree Health and Welfare Benefits Program.  The position will also oversee EBD’s $7 million annual operating budget and monitor the fund balances of all non-budgeted health plan accounts totaling approximately $1.4 billion.    

The selected candidate will:  

  • Prepare the monthly accounting of healthcare expenditures and fiscal year-end closing and GAAP statements       
  • Participate in the annual employee/retiree premium calculations and the annual reconciliation of Health and Dependent Care Flexible Spending Accounts        
  • Participate in the procurement of service contracts under the State’s health insurance programs         
  • Provide leadership and supervision of direct reports        
  • Ensure accurate and timely production of all financial reports        
  • Ensure that all transactions are recorded in compliance with GAAP, and financial statements are properly presented         
  • Ensure accounting files and records are complete and maintained in an orderly fashion         
  • Implement, document and maintain adequate and effective internal controls for all accounting processes         
  • Tighten and improve the monthly close and reporting cycles         
  • Oversee the provision of information to independent auditors        
  • Ensure confidentiality of financial records and reporting         
  • Develop internal and external communications and reports as needed         
  • Liaise with employees and team leads to ensure understanding of finance policies and procedures, taking feedback and recommendations into consideration  

This position will serve at the pleasure of the appointing authority.

MINIMUM QUALIFICATIONS

Education:    Bachelor’s Degree in Accounting or Finance from an accredited college or university, or possession of a CPA License.  

Experience:  Five years of experience in supervisory Accounting functions to include experience with MS Excel, employee benefits financing, funding and budgeting and contract management.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess strong analytical and communication skills, including the ability to work with executive staff and employees as well as external consultants and auditors.  This position requires a self-motivated individual with the ability to work well under pressure meeting strict deadlines.

The ideal candidate will:

  • Possess excellent oral and written communication skills
  • Possess advanced skill level in MS Excel
  • Possess experience working in a governmental agency setting
  • Possess experience working with FMIS, ADPICS, and RStars accounting and finance systems
  • Be detail-oriented
  • Be a hands-on manager with regard to deliverables of the position
  • Possess strong interpersonal and management skills
  • Be able to work in a fast paced environment while meeting multiple priorities and deadlines
  • Be willing to work overtime as needed
