Main Purpose of Job

This position serves as the Inspector General for the Maryland Department of Human Resources (DHR).  This position reports to the Secretary for DHR and serves as a member of Secretary's Executive Team.  The Inspector General is responsible for providing executive level leadership to the Office of the Inspector General (OIG).  This position is also responsible for supporting DHR’s mission through leadership and involvement in creating and sustaining DHR values, organizational direction, performance expectations, customer focus, and a management environment that promotes Department-wide performance excellence.

POSITION DUTIES

Serves as the lead representative for programs and activities related to performance and financial audits including audits of DHR programs and systems by federal agencies, the Office of Legislative Audits, and private firms under contract with federal agencies and the State of Maryland.  Leads in ensuring the design, implementation and monitoring of an independent financial accountability and compliance audit program for the twenty-four (24) Local Departments of Social Services (LDSS) in the State of Maryland, inclusive of corrective action monitoring.  Provides internal audit services to ensure high organizational performance and compliance with State law that requires audits in each LDSS every three years.  Ensures the design, implementation and monitoring of a consistent and effective program fraud prevention and investigative service. Works with Agency Executives to ensure high organizational performance and compliance with federal and State laws and COMAR in the area of fraud, waste and abuse.  Conducts independent investigation of fraud complaint referrals from DHR Headquarters and LDSS workers, supervisors, managers, elected officials and the public regarding suspected fraudulent activity associated with benefit eligibility and the disbursement of State funds. Leads in ensuring the design, implementation and monitoring of an employee and contractor investigative service.  Manages the personnel, budget, procurement, information systems and administrative functions of the Office of the Inspector General to ensure the effective efficient use of DHR resources.

MINIMUM QUALIFICATIONS

Education:  Bachelor's degree in Accounting, Criminal Justice, Law, Public Policy, Business or related field from an accredited college or university.   

Experience:  Seven years of management level of experience which must include 3 years of supervisory experience.  This experience must include work in fraud investigation/prevention, and/or conducting financial audits.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

Demonstrated knowledge of fraud, detection and investigation procedures.  

Experience developing and implementing policies and procedures related to fraud prevention.  

Ability to manage personnel, budget, procurement and information systems.  

Experience in communicating effectively with the Executive Team for the purpose of planning, executing and reporting performance and financial audits.  

Proficient with using technology related to investigations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

This position will be required to travel therefore candidates will be required to possess a driver's license valid in the State of Maryland.
