Main Purpose of Job

The senior level position in the Medicaid program serves as a Director who will be responsible for the management of enrollment reconciliation which will require working in several Eligibility Systems such as CARES, Maryland Health Benefit Exchange and MD Think, etc. to ensure that the systems reconcile with MMIS which is our system of payment. This individual will also be responsible for identifying and providing team oversight for system enhancements in all systems to ensure the appropriate benefits are provided to applicants. In order to manage the process this position will provide direct oversight to the following units: Maryland Children's Health Insurance (MCHP) Policy Units which includes grant administration and oversight to 24 Local Health Departments, Medicaid Policy Unit which includes Training, Special Project Unit and Medicaid Eligibility Quality Control Division. In this capacity, the Director will develop, implement and manage staff on short and long-range plans for program operations. The mentioned divisions will also be responsible for audit findings, prevention and mitigation of legislative audits, federal reviews and audits of the local offices. The unit will achieve success through training, policy compliance, monitoring of data and reports for recipient eligibility determinations to ensure that eligibility determinations are accurate and comply with all Federal and State regulations and policies and maintain the integrity of Maryland's Medicaid Program.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Bachelor's degree from an accredited college or university and at least six years of professional health or human services experience, including three years at a supervisory/management level.   The qualified applicant should have experience in implementing new programs, systems and system integration with the Medicaid Program. The candidate must have knowledge of the Federal Medicaid rules and regulations and deep knowledge of the work flows associated with MHC, CARES and MMIS to ensure applicants receive the benefits for which they are entitled. 

DESIRED OR PREFERRED QUALIFICATIONS

The qualified candidate must be highly organized and able to deliver timely products, as well as have advanced management skills.  The qualified candidate must have experience with interacting with MDH's State and Federal partners.
