Introduction

The Department of Labor, Licensing and Regulation (DLLR)/Division of Unemployment Insurance (DUI) is accepting applications from candidates for the position of Program Manager Senior, III (Director of Maryland Unemployment Insurance.

Main Purpose of Job

The Deputy of UI Administration is a senior staff member of the Asst. Secretary for the Division of Unemployment Insurance. The Deputy provides technical guidance; and supervision for federally- funded unemployment compensation programs in Maryland, administered by the Department of Labor, Licensing and Regulation in accordance with U.S. Department of Labor rules and regulations. Exercises functional and programmatic supervision over UI staff implementing program functions. The areas under the guidance, control, and/or supervision of the Director of UI Administration include the Internal Security and Integrity Unit, Administrative Services and Logistics, Human Resources, Communications and Training Unit, UI IT Support and Performance Unit, and Finance and Audit Unit. The Director serves as technical advisor for the Division's programs outlining training needs, developing program objectives and an evaluating operational performance. The Director conducts studies of UI best practices for continuous improvement and develops and implements corrective action plans to remedy deficiencies within the agency necessitated by Legislative and USDOL audits.

POSITION DUTIES

The Deputy of UI Administration supervises the day-to-day operations of the UI support and performance metrics unit, internal security, logistics, procurement, communications, human resources, training and finance and audit functions of the UI Division. The Deputy of UI Administration manages timelines and prospective spending plans for all UI automation and flow through projects; take the lead on all projects related to improving UI performance, utilizing data driven analysis. The Deputy assists in preparation and review of proposed unemployment insurance legislation and gives testimony at the state legislature. The Deputy ensures implementation of federal mandates and laws and department policies and state laws and coordinates unemployment insurance activities and programs with federal and state agencies. The Deputy of UI Administration manages the unemployment insurance budget and insures achievement of federal performance standards to maintain federal funding. The Deputy handles the communications activities with employees, employers, claimants and officials regarding benefits, taxes and UI policies and procedures. The Deputy assists and supervises in allocating work, staff and equipment throughout the state. The Deputy provides advice on methods, procedures, management, equipment and technical matters to unemployment insurance senior staff members and other managers with the Department and consults with Assistant Secretary regarding program objectives and standards. In the absence of the Assistant Secretary, the Director oversees all functions of UI, including (but not limited to) tax, benefits, overpayments, finance, internal security, communications, employee training and development, and facilities.

MINIMUM QUALIFICATIONS

Education: A Master's degree in Business Administration or Accounting from an accredited college or university.

Experience: Six years of experience in administrative staff or professional work. At least two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures, expediture management and budgeting, communications, and employee training and development.

Notes:

Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

Federal/Interstate/Combined Wage Claim Unit

JD/MBA, JD/CPA, OR JD/MPA

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
