Main Purpose of Job

This position functions as the Behavioral Health Administration (BHA) Director of Systems Management, a leadership position which supports the development of the statewide public behavioral health system (PBHS), a publicly funded and administered system of inpatient and community services for approximately 278,000 individuals with mental illness, substance use disorders and other behavioral health issues. The system has 3,500 providers, with annual expenditures exceeding $1.6 Billion. The Director functions with Medicaid as a monitor for the Administrative Services Organization (ASO), the vendor that authorizes and pays claims for the BHS ($15 million per year for 5 years). The Director manages Applied Research and Evaluation, Managed Care & Quality Improvement and System Planning. The Director represents BHA with the general public, advocacy and provider organizations and also serves as chief BHA liaison to internal and external agencies.

MINIMUM QUALIFICATIONS

Education:  Possession of a master's degree from an accredited college or university in a health or human service field, or business administration, health care management, public administration, or related field of study.  (A Bachelor's degree with an additional 2 years of experience will substitute for the master's degree.)

Experience:  Six years of experience leading and managing programmatic and administration/ operations in an organization which provides health services in behavioral health care.  Work experience must include planning, developing, and implementing health service delivery models of care; work with clinical outcomes; and data collection, analysis (qualitative and quantitative) and presentation.  Four of the six years must have included program management and direct supervision of staff.   

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate has knowledge of Maryland's public behavioral health system of care including inpatient psychiatric services, core service agencies and community providers, substance use disorders, managed care and quality improvement.    Extensive experience in program development, program planning, research and evaluation, and senior level policy making are desirable.  The desired candidate will be highly effective communicator.  Knowledge of Medicaid and building workflows required to support a behavioral health claims based system is also desired.
