Introduction

The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System.  The System is a multi-employer, public employees’ benefit retirement system composed of twelve (12) separate retirement and pension systems with additional plan components, covering approximately 200,000 active members and more than 150,000 retirees and beneficiaries.

Main Purpose of Job

The main purpose of the job as a MPAS Lead Functional Business Analyst include defining business requirements, planning testing activities and managing acceptance of project deliverable, coordinating  interactions between Project Vendors and Agency personnel, effectively resolving project issues, and delivering user training to enable users to perform their jobs using the MPAS system and related web applications.  As the position is in an IT Functional Analyst Supervisor classification working as an MPAS Lead Functional Business Analyst, this position over time is expected to operate at a more senior and experience level than that of the other business analysts at a lower classification level. 

This position may provide direction, assign, and review the work of other business analyst, and /or Agency staff personnel participating in the project as well as perform any and all work assignments. 

MINIMUM QUALIFICATIONS

Education: A bachelor's degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems using latest industry technologies.

Experience:  Three years of experience providing problem and data analysis, and ongoing user support;

Coordinating system development and implementation;

Training the users with the agency and outside the agency on the functionality of the applications;

Requirements planning, organization and management skills;

Strong communication skills, both verbal and written;

Experience with defining data requirements and comfort with related data activities, including intermediate SQL;

Demonstrate analytical skills, including aptitude towards problem identification, resolution and comprehension and interpretation of technical procedures;

Ability to adapt to and manage change;

Experience with documentation tools e.g., MS Visio, MS PowerPoint, SnagIt, or like applications;

Ability to manage work to fixed deadlines, and transparently and concisely report on work progress.  

Note:

Possession of a high school diploma or GED and seven years of experience demonstrating above experience may be substituted for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Experience as a functional analyst  supporting complex organization, or extensive experience  in the laws, rules and regulations applicable to complex defined benefit plan such as that administered by Maryland State Retirement Agency.

Experience working on development projects of web based applications and the ability to analyze data through SQL queries or other such tools.  

Experience in conducting webinar training to external users and familiarity with web based interactive tools.
