Introduction

The Maryland Department of Commerce is seeking qualified applicants for the full time contractual position of Defense Industry Outreach Manager within its Office of Military and Federal Affairs.

Main Purpose of Job

The primary responsibility of the position is to serve as the primary contact for the coordination and management of defense business outreach activities related to the defense industry diversification project as funded by a federal grant with the Department of Defense's Office of Economic Adjustment.

POSITION DUTIES

Incumbent will develop and implement an outreach strategy to assist defense-dependent Maryland businesses as identified in the Maryland Defense Network; create business relationships with defense-dependent small businesses to help them adopt and implement portfolio diversification goals; connect businesses to State, local and federal resources that will support a company’s diversification efforts; work with local economic development partners to develop a strategy to support industry cluster growth beyond defense opportunities; and assemble a list of best practices applicable to the defense community and/or industry cluster outlining a practical process to employ.

The selected candidate will possess excellent interpersonal, written, and oral communications skills with strong attention to detail.  Ability to work in a fast paced environment and handle multiple concurrent tasks is a must. Use of Microsoft Outlook, Google Mail, Word, Excel, Access, Internet and or other relevant software is required. 

Some statewide travel is required.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.
Experience: Four years of experience in professional work.
 
Notes:
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.
Equivalent combination of education and experience is acceptable.

DESIRED OR PREFERRED QUALIFICATIONS

Experience with Federal or military agencies which demonstrates the ability to develop and execute plans that impact government policy is highly desirable.

Familiarity with programs and resources provided by federal, state, and local government agencies that support economic development, technology, commercialization, exporting and workforce development.

Experience in working within the public or private sector defense industry is preferred.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. 

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
