Introduction

The Fiscal Administration of Public School Construction Program, a State agency, has a position available for an Accountant (Administrative Specialist III).

This is a Special Appointment position serves at the will of the Executive Director of the Public School Construction Program.

Main Purpose of Job

The primary purpose of this position is to assist in the processing of payments directed by the IAC and Board of Public Works to local educational agencies and contractors (Capital Funds) and other State agencies/vendors (Operating Funds). Assist in accounting for Capital/General Fund transactions in accordance with the Administrative Procedures Guide (Capital) and GAD procedures (Operating). Assist in maintaining inventory control records.

POSITION DUTIES

Process payments to local educational agencies and contractors (Capital Funds) and, other State agencies/vendors (Operating Funds) using the States Financial Management Information   System-FMIS. 

 Assist in accounting for Capital/General Fund transactions in accordance with the Administrative Procedures Guide (Capital) and general accounting procedures   (Operating).

Review, balance, reconcile and distribute financial reports.

Resolve phone/email payment inquiries from contractors, vendors and local school systems.

Conduct and maintain physical inventory control records of furniture, equipment and supplies.

Maintain Surplus School Property Database.

Incumbent should have skills in implementing and using automated accounting software packages; knowledge of the principles and practices of bookkeeping, including governmental budgetary methods and the ability to set up and maintain spreadsheets and ledgers.

Understand and perform business math calculations using formulas.

Incumbent should be proficient in office equipment such as calculator and have good organizational, interpersonal, business writing skills.  Attention to detail is a must.

Incumbent should have knowledge in government accounting and financial reporting.

Excellent verbal and written communication skills, including mastery of grammar and spelling and the ability to develop professionally written formal financial reports; incumbent must demonstrated ability to work collaboratively with agency staff and, other State agencies.

MINIMUM QUALIFICATIONS

High school degree or equivalent

Completion of 60 credit hours at an accredited college or university

Two years of administrative or professional experience

Applicants may substitute experience as defined above for the required education at the rate of one-year experience for 30 credit hours of education, for up to 60 credit hours of required education.

Applicants may substitute a bachelor’s degree (Accounting or Business Administration) from an accredited college or university for the required education and experience.

SELECTIVE QUALIFICATIONS

Two years of experience as a Fiscal Accounts Technician or equivalent fiscal/accounting experience. (Unless the experience requirement was met using the educational substitution).

One year experience processing transactions in the States Financial Management Information System (FMIS) or an equivalent system.

Two years of experience with Microsoft Office (including Access, Excel, and Word).

DESIRED OR PREFERRED QUALIFICATIONS

Two years of experience with Google Mail Services, Microsoft Office (including Access, Excel, and Word), Crystal Reports and FMIS

Minimum typing speed of 40 words per minute
