Main Purpose of Job
POSITION DUTIES
- Conduct data analysis. Select monitoring samples based on Medicaid Data Management System. Manage and conduct compliance monitoring. Schedule and coordinate annual monitoring and review prior performance. Prepare monitoring correspondence and participate in onsite monitoring reviews for the School-Based Medicaid. Conduct analysis and prepares compliance reports. Apply special education understanding to use of technology solutions for compliance monitoring.
- Select and study paid claims as part of auditing and send information to DHMH and local school systems using HIPAA compliant procedures. Build a file for analysis for analysis for monitoring results spanning a period of 5 years. Identify trends and patterns and advise on changes to the audit focus, challenges and risks. Apply understanding of special education related service delivery to findings and recommendations, training and design of TA.
- Prepare packets for monitoring teams. Participates as a monitor measuring compliance in assigned areas. Collects and maintains documentation, assists with audit finding reports and end of year reports. Prepare TA materials.
- Performs other administrative support duties as assigned by the Section Chief or Section staff relative to the mission of MSDE and the Division of Special Education/Early Intervention Services and the Section.
MINIMUM QUALIFICATIONS
Education: Completion of 60 credit hours at an accredited college or university. Experience: One year of experience in administrative or professional work.
Notes:
1. Candidates may substitute experience as defined above for the required education at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of required education.
2. Candidates may substitute 90 credit hours at an accredited college or university for the required education and experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required education and experience
For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. This evaluation must be submitted with your application.
SELECTIVE QUALIFICATIONS

Six (6) months experience with Microsoft Office Suites (PowerPoint, Word, Excel, Access) & G Suite Google apps for work, including docs and sheets
DESIRED OR PREFERRED QUALIFICATIONS
The following qualifications are preferred, not required:
- Experience working with special needs children
- Knowledge & experience working with IDEA/IEP in MD

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
