Main Purpose of Job

This position performs senior-level management responsibilities within the Office of Grants, Policy and Statistics related to developing and maintaining Department-wide and agency policy and procedures and Code of Maryland Regulations (COMAR). As the Director of Policy and Regulations this position regularly examines and prepares commentary on sensitive issues of special interest to senior-level Department executives necessary to document the management and operation of key Department operational and administrative responsibilities. Regular activities include program and policy review and analysis, researching, developing and drafting policy and procedure and COMAR, and maintaining a policy management system for the Office of the Secretary and agency-level policy and procedure directives. The Director coordinates researching, developing and writing all Department COMAR and is responsible for processing the proposed COMAR through an established, detailed review and publishing process that involves outside State agencies. This position supports the Department's mission by developing, documenting and communicating leadership and management practices necessary for the Secretary and agencies to effectively manage the diverse administrative and operational responsibilities of the Department. The Director acts in the absence of the Executive Director OGPS.

POSITION DUTIES

Duties of this position include, but are not limited to:

Processes actions involving Department and Agency Directives

  • Researches, develops, and write proposed policy and procedures
  • Coordinates internal and external review of proposals
  • Acts as liaison with policy coordinators and subject matter experts
  • Performs final editing and prepares proposals for presentation to the Secretary
  • Posts publihsed Dpeartment and agency directives and manuals to the SafetyNet
  • Develops and maintains a system to control issuance of directives
  • Prepares and oversees the preparation of approved directives for posting on the Department's intranet system
  • Conducts reviews of exisitng directivesto determine the need to updated or rescind directives
  • Maintains a history file for replaced or rescinded directives

Processes actions involving Comar

  • Researches, develops, and writes proposed COMAR actions
  • Coordinates interanl and external review of proposals
  • Performs final editing and prepares proposals approved by the Secretary and required forms for presentation to the Joint Committee for Administrative, Executive and Legislative Review (AELR).
  • Prepares proposals in the format required by the Division of State Documents for publishing in the Maryland Register
  • Prepares final action requests and coordinates publishing of the Final Action in the Register
  • Prepares, coordinates, and conducts activities associated with the statutory requirement for an annual review of published Department COMAR

National Corrections-Related Surveys

  • Receives, logs, researches, responds and maintains records related to national surveys
  • Required to maintain 100% response rate to surveys received
  • Conducts surveys requested by the Department
  • Develops survey instruments, disseminates surveys, and assimilates responses
  • Receives survey results, reviews and prepares summary of findings and distributes survey information to managers affected by the topic of the survey

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Six years of experience in administrative staff or professional work. Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Applicants must meet this selective qualification to be considered. Include clear and specific information on your application regarding your qualifications.

  • Two years of experience in a supervisory role.
  • Two years of experience writing and developing policies, procedures, and regulations (i.e. COMAR). 

EXAMINATION PROCESS

All persons who meet the minimum and selective qualification will be approved on the certification list and will be placed on the employment (eligible) list for at least one year.
