Introduction

The Public School Construction Program, a State agency, has a full-time contractual position available for a Computer Information Services Specialist II.  We thrive on initiative, creativity and challenges to the status quo.  The PSCP is seeking a unique individual that is collaborative and team oriented. This is a contractual position that serves at the will of the Executive Director of the Public School Construction Program.

Main Purpose of Job

The primary purpose of this position is to assist the Program Manager of Technology in the support of the Public School Construction Programs technology systems. Including but not limited to evaluating user needs and requests for automation, assistance with and resolution of production problems and maintaining personal computer hardware and software.

POSITION DUTIES

Assist the Program Manager of Technology in the daily operations of agency systems. From diagnosing simple hardware and software issues to coordinating assistance from DoIT or MSDE the position will act as tier one help desktop support for the agency, the IAC agencies, and the Local Education Agencies (LEAs). Assist with the publishing of changes to the agency website. Assist in the administration of the agency SharePoint portal. Other relevant duties to meet the requests for information and maintain systems as required.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of an Associate of Arts degree from an accredited college or university in Web Development, Computer Information Technology, Management Information Systems or other information technology related field.

EXPERIENCE: Six months of experience in development and programming.

NOTES:

1.    Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, data base or other applications may be substituted on a year-for-year basis for the required education.

2.    Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Information Systems classifications or Information Systems specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

Experience with SQL, Access data points, HTML programming, SharePoint, and Crystal Reports are highly desirable qualifications. 

Two years of experience with Email Services, Microsoft Office Suite including: PowerPoint, Access, Excel, and Word, Crystal Reports and MS Visio. Candidate should have knowledge of the functions and capabilities of automated business systems, be capable of thinking on their feet and finding solutions to problems.

Excellent verbal and written communication skills, including mastery of grammar and spelling and the ability to develop professionally written procedure documentation, training materials and financial reports; candidate must demonstrated ability to work collaboratively with agency staff and, other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled.

The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
