Main Purpose of Job

The main purpose of this position is to act as a project specialist in performing highly advanced consultative, coordinative, and technical work. This position plans, develops, manages and monitors health information technology and continuous quality improvement projects in the Newborn Screening Division (NBS). This position develops program guidelines, policies, procedures, work plans, and timelines for achieving program goals, evaluates and prioritizes activities, and coordinates and facilitates the development of processes with stakeholders and NBS staff. The Project Specialist plans, implements, and oversees other projects and activities; oversees, organizes, and performs complex data and statistical analyses; prepares reports and action memorandums; maintains and improves overall customer satisfaction of NBS programs through effective communication; and works closely with the Office of Laboratory Information Systems in support of the NBS technical and programmatic needs and requirements.

MINIMUM QUALIFICATIONS

Education:    Bachelor's degree in mathematics, business, IT, healthcare or related field.

Experience:  Minimum of three years of experience in process improvement data analysis and three years experience involving analyzing data, identifying trends, and presenting them in a meaningful way and a deep knowledge and understanding of clinical workflows.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
