Main Purpose of Job

This is a contractual position responsible for processing payments and reimbursements to vendors and employees for the expenses and charges incurred as the result of ensuring effective systems of Public Education, Library Services, Rehabilitation Services and Early Childhood Development.

POSITION DUTIES

Processes direct vouchers in Advanced Purchase Inventory Control System (ADPICS) which interfaces to the State of Maryland’s Financial Management Information System (FMIS); prepares journal entries to process adjustments to Agency financial records and interagency transactions; files expense reports, other paid vouchers and journal entries timely; assists in boxing and tracking inventory of Accounting Branch’s records; assembles boxes and creates roster for annual shipment to storage facility in Jessup of Branch’s records; reviews and reconciles expense accounts and mileage logs submitted by employees for compliance with regulations and proper accounting data and proper authorization; reviews purchase orders, invoices submitted for expenditures and travel advances processed through Agency Working Fund; prepares checks for subsequent distribution; processes documents in ADPICS which are interfaced to Relational State Wide Accounting and Reporting System (R*STARS) for reimbursement to Agency Working Fund; answers inquiries from vendor regarding payment of expense account and working fund transactions.

MINIMUM QUALIFICATIONS

EDUCATION: Graduation from an accredited high school or possession of a high school equivalency certificate.

EXPERIENCE: One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

SELECTIVE QUALIFICATIONS

Knowledge of applications  used for automated accounting software packages specifically MS Excel;  knowledge of the principles and practices of bookkeeping as it relates to inventory control; knowledge of the common books of accounts and the process of monitoring and reconciling financial records; skill in researching discrepancies in accounting, inventory,  and budgetary data and initiates making necessary adjustments; skill in implementing and using automated accounting software packages; skill in setting up and maintaining spreadsheets and ledgers; skill in  preparing financial reports;  ability to manage work time efficiently and effectively under deadlines;  ability to establish and maintain effective harmonious working relationships.

DESIRED OR PREFERRED QUALIFICATIONS

Experience using FMIS to perform transactions. Experience reconciling financial transactions.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and occasional travel throughout the state are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
