Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Through the diligence of a highly professional staff of financial analysts, accountants, lawyers, law enforcement officers, actuaries, and others, the MIA works to facilitate a strong insurance marketplace where consumers are well informed and treated fairly.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.

The MIA is charged with a range of responsibilities including the licensure of insurance companies and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms.  The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance companies are subject to market conduct examinations to monitor compliance with Maryland law.  The MIA has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

Main Purpose of Job

This position is responsible for the review of licensing transactions that are processed via the National Insurance Producer Registry (NIPR) Gateway. The incumbent will coordinate the approval or denial of transactions received from the MIA's Enforcement Unit. This position will also assist with walk-in inquiries and with the Producer Licensing electronic mail.

POSITION DUTIES

The Maryland Insurance Administration is seeking a licensing specialist for the Compliance and Enforcement, Producer Licensing Unit.This position is responsible for Analyzing initial/renewal applications and supporting materials/documents for providers, courses and instructors. The incumbent will verify compliance or noncompliance with Maryland statutes and regulations and uniform NAIC standards and/or guidelines adopted by Maryland related to education and examination and determine if the application(s) should be approved or denied. The incumbent will evaluate performance activities of insurance education providers by assisting with on-site or desk audits and resolve issues related to a provider’s failure to comply with requirements related to roster reporting, course updates, course offering schedules and/or class conduct. The incumbent will coordinate reviews and audits of courses for initial and existing courses with the Producer Licensing Advisory Boards and subcontractor(s), selected by the education/examination vendors to audit courses. Compiling statistics and detailed reports on the number of courses reviewed, approved, denied and audited. The incumbent will research and provide follow-up complaints related to education providers from applicants and licensees. Research and provide follow-up to complaints related to system functionality that impacts a provider’s ability to report course completions to the MIA or the licensing system vendor or the inability of the MIA or the licensing system vendor to report compliance files to NIPR.  The incumbent will provide feedback to providers, the education/examination vendors, NIPR, SBS and/or applicants/licensees.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of administrative experience in an office environment.

DESIRED OR PREFERRED QUALIFICATIONS

The ability to communicate orally and in writing.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Since this position performs periodic on-site audits, the incumbent is required to possess a driver’s license valid in the State of Maryland and have access to a vehicle.
