Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law. Through the diligence of a highly professional staff of market analysts, financial analysts, accountants, lawyers, law enforcement officers, actuaries, complaint investigators, and others, the MIA works to facilitate a strong and competitive insurance marketplace where consumers are well informed and treated fairly. Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.

The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms. The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance. Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law. The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

Main Purpose of Job

The Assistant Chief Enforcement Officer for Property & Casualty is a managerial position requiring thorough knowledge of the insurance code and the principles and practices of insurance operations relating to insurance producers in all lines of insurance. The incumbent must demonstrate the ability to oversee, direct, investigate, and analyze complaints, with an emphasis on property and casualty insurance, insurance producers and insurers. An Assistant Chief must provide guidance, review, and if necessary, correct reports and administrative charges from enforcement officers and examiners which contain the results of investigation, including the pertinent facts and necessary exhibits to prove the listed violations. Additionally, this position is responsible for overseeing and directing the enforcement officers in the preparation of draft Orders for review by the Director of Enforcement and Assistant Attorneys General. This position will report to the Director of Enforcement, Compliance and Enforcement Unit.

POSITION DUTIES

Establish the protocol of the investigation, assign cases and supervise enforcement officers and examiners in the review of company records and complaints. Oversee and direct enforcement officers in conducting interviews with producers, insurers, insureds, witnesses to establish the elements of a case and assists in the resolution of the investigation. Review and if necessary, correct reports and administrative charges from enforcement officers and examiners which contain the results of investigations, including the pertinent facts and necessary exhibits to prove the listed violations. Oversee and direct the enforcement officers in the preparation of Orders for review by the Director of Enforcement and Assistant Attorneys General. Assists Assistant Attorneys General in preparation of the case and testifies at administrative hearings. Prepare monthly, semi-annual and annual productivity reports. Routinely monitor and update all databases utilized in the investigative process. Approve leave, signs time cards, perform annual performance ratings, interview and select new employees, train employees and discipline employees.  

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited four year college or university.

Experience: A minimum of five (5) years of enforcement/investigatory experience with a regulatory agency, licensed insurer, law firm or accredited law enforcement agency is required.  

Note:  Experience may substitute on a year-for-year basis for the required education .

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your resume regarding the qualifications.

  • Exceptional interpersonal and organizational skills
  • Excellent written and verbal communication and organizational skills.
  • Previous supervisory or management skills.
  • Knowledge of the applicable laws and regulations enforced by the Maryland Insurance Administration in the Property & Casualty insurance market, producer licensing statues, as well as the various entities under the regulatory authority of the Maryland Insurance Administration.
  • An Accredited Insurance Examiner (AIE), Certified Insurance Examiner (CIE), Accredited Financial Examiner (AFE), Certified Fraud Examiner (CFE) or equivalent designation is preferred.

       

LIMITATIONS ON SELECTION

This position is limited to current contractual and merit employees of the Maryland Insurance Administration Compliance and Enforcement Unit.
