Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Through the diligence of a highly professional staff of market analysts, financial analysts, accountants, lawyers, law enforcement officers, actuaries, complaint investigators, and others, the MIA works to facilitate a strong and competitive insurance marketplace where consumers are well informed and treated fairly.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.  

 
The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms.  The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

POSITION DUTIES

The Maryland Insurance Administration’s is recruiting to fill a position, within the Examination and Audit Division, at the Examiner-In-Charge I/II or Assistant Chief Examiner level. 

 

Assistant Chief Examiner

 

The Assistant Chief Examiner directs the planning and conducting of statutory financial examinations of Maryland-domiciled insurance companies, in order to assess companies’ financial condition, enforce solvency standards, and determine compliance with applicable laws and regulations, in accordance with MIA policies and procedures.  This position will monitor the process and direction of the examinations; supervise the Examiner-in-Charge and staff examiners; review examination workpapers to ensure examinations are carried out in accordance with MIA policies and procedures and that deviations to the plan are appropriate; and oversee the preparation and the submission of examination reports. This position reports to the Chief Financial Examiner significant issues and solvency risk areas identified during the examination process, and recommends course of action to addresses these concerns.    

 

The Assistant Chief Examiner will work in a typical office environment and on-site in the offices of insurance companies being examined.  This position requires extensive travel, in State and out-of state, that may involve long commutes or overnight stays.

 

Examiner-In-Charge I/II 

 

The Examiner-in-Charge I/II plans the examination, assigns and reviews work of staff examiners, coordinates the work of specialists, identifies solvency and other issues, drafts examination reports, and maintains communication with insurance companies as well as the Assistant Chief Examiner and Chief Examiner on the progress of examinations.

 

The Examiner-In-Charge I/II will work in a typical office environment and on-site in the offices of insurance companies being examined.  This position requires extensive travel, in State and out-of state, that may involve long commutes or overnight stays.

MINIMUM QUALIFICATIONS

Assistant Chief Examiner:

 

Education: Possession of a Bachelor’s degree from an accredited college or university, with a major in accounting, business, finance, or a related field.

 

Experience: At least four years of experience with a state insurance department, a public accounting firm or similar entity, or an insurance company in a financial or audit related area, of which at least three years was in an in-charge or supervisory capacity.

 

Certification: An active Certified Public Accountant (CPA) or Certified Financial Examiner (CFE) designation.  

 

 

Examiner-in-Charge I:

 

Education: Possession of a Bachelor's degree from an accredited college or university, with a major in accounting, business, finance, or a related field.

 

Experience: At least three years of experience with a state insurance department, a public accounting firm or similar entity, or an insurance company in a financial or audit related area, of which at least one year was in an in-charge or supervisory capacity.

 

Certification: An active Certified Public Accountant (CPA) or Certified Financial Examiner (CFE) designation. 

 

 

Examiner-in-Charge II:

 

Education: Possession of a Bachelor's degree from an accredited college or university, with a major in accounting, business, finance, or a related field.

 

Experience: At least four years of experience with a state insurance department, a public accounting firm or similar entity, or an insurance company in a financial or audit related area, of which at least two years was in an in-charge or supervisory capacity.

 

Certification: An active Certified Public Accountant (CPA) or Certified Financial Examiner (CFE) designation.
