Main Purpose of Job

The main purpose of this position is to ensure the Behavioral Health Administration credentialing entity effectively develops and administers a certification and recertification process for recovery residences in the State of Maryland in compliance with HB 1411 (2016) legislation. A 'recovery residence' is a dwelling unit or other form of group housing by any person or entity that provide alcohol and illicit a free housing for individuals with substance use disorders. These residences are not clinical treatment facilities. However, residences may receive clinical services provided by other providers to address their treatment needs. The primary function of the position is to implement processes to monitor and inspect recovery residences. This position will provide managerial support to Field assessors and Director of Maryland Certification of Recovery Residences (MCORR). This position works with office support staff to assist with administrative assignments. This position requires a thorough working knowledge of National Alliance of Recovery Residences (NARR) Quality Standards. This position plays a critical role to monitoring on-site inspections conducted by field assessors to ensure a recovery residence in operation according NARR Quality Standards and COMAR Regulations. This position requires contact with recovery residence owners, operators, staff and residents of the recovery residence to collect, clarify, process data and information received as part of certification requirements. This position plays a significant role in the mission of the Maryland Department of Health, Behavioral Health Administration, Clinical Services Division. The mission of MDH's BHA is to develop an integrated process for planning, policy and services to ensure a coordinated quality system of care is available to individuals with behavioral health conditions. BHA through publicly funded services and support will promote recovery, resiliency and health and wellness for individuals who have or are at risk for emotional, substance use, addictive and/or psychiatric disorders. This position will ensure that there are quality recovery residences for individuals on their path to recovery.

MINIMUM QUALIFICATIONS

Education:    Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.  A copy of your transcript must be attached to the application.

Experience:  Six years professional experience in health services, three of which must have been in professional work related to treatment and services to persons with alcohol or other substance addiction, and two years of which must have been at the managerial or supervisory level.

NOTES:

1.  Applicants may substitute a master’s or Doctoral degree in a health or human services field for up to two years of the required general experience.

2.  A bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the specific degree.

3.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
