Main Purpose of Job

This position functions as the Director for the Washington County Safe Place- Child Advocacy Center and the Citizens Review Panel for the Washington County Health Department. 

POSITION DUTIES

Program Administration - Administer Safe Place CAC program by planning, organizing, and managing the operations; maintain compliance with the expectations of the lead agency and the funding agency.

Review and make recommendations regarding Departmental policies and programs.

Ensure compliance with the following accrediting organizations and make policy changes to ensure standards are met:  Council on Accreditation  National Children's Alliance Accreditation Develop and maintain up-to-date policy and procedure manual for the Child Advocacy Center.

Coordinate and provide site supervision and monitor professionals and services at Safe Place for the following agencies: Washington County DSS Personnel  Washington County Health Department  Contractual services for two forensic nurses and a medical doctor Hagerstown City Police Personnel Washington County Sheriffs Depart Personnel Maryland State Police Personnel Financial Management,

Write, monitor, and administer budgets.

Prepare and submit grant applications to expand resources for Safe Place.

Authorize the purchase of supplies, goods, and services for the Safe Place.

Responsible for writing, monitoring, and administering the following budgets/grants:  Gaming Commission  Washington County Budget Submission  Others as appropriate and available Numerous other grant applications are submitted each year to maintain and augment the programs of the CAC.

Public Relations - Assure the Safe Place resources are known through the activities of the Advisory Board, community and media events and public speaking engagements.

Represent the agency on numerous teams and committees.

Act as a liaison with the Friends of Safe Place Board.

Facility Management - Manage the Safe Place facility and work environment involving oversight of such things as security, heat, air conditioning, cleaning and equipment.

The position provides an advance level of coordinating and advising Washington County agencies involved with the investigation of child sexual and physical abuse.

The position partners with eight community agencies to ensure services are provided to children and families.

The position develops and implements rules, standards, and controls for carrying out the work of the assigned program.

This position will facilitate weekly Multi Disciplinary Team meetings between the partnering agencies.

The position develops and manages the budget of the Safe Place, and the Director provides oversight of five core disciplines: Washington County Department of Social Services, State's Attorney, Law Enforcement, and Mental Health & Medical providers.

This position will also ensure that the services provided will be coordinated and followed according the appropriate Memorandum of Understanding.

This position will lead collaborative strategic planning activities.

The position is responsible for grant writing to sustain, enhance, and expand on-site services.

The position also monitors the use of grant funding to ensure salary expenses, benefit expenses, and other core service funding is appropriate.

The position will attend regular meetings with the Finance office to ensure funding and expenditures are on track for each fiscal year.

This position will maintain up-to-date and accurate financial records.

The position will also ensure that restricted funding obtained through grants is appropriated correctly.

The position acts as a liaison between the Washington County Department of Social Services and the Friends of Safe Place Board. Friends of Safe Place is a 501(c) 3 established to support the mission and service of the Safe Place.

The position will attend their Board meetings; maintain minutes, and liaison between the core agencies and the volunteers on the Board.

The position also represents the Safe Place and Services Division on at least two WCDSS teams developed to support the agency strategic plan and performance quality improvement.

The position is also responsible for maintaining the Accreditation of the Safe Place and participating in NCA and MCA activities.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Four years of experience in the administration of a human
services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration
of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will have:

1. One year of this experience in budget planning, formulation, review or management, project management or strategic planning.
 
2. Experience in writing grants, reports, and making presentations on budget recommendations to senior departmental and other executive officials

3. Strong analytical abilities, including understanding of mathematical and statistical concepts

4. Experience in evaluating  program goals, standards, organizational structure and staffing needs of the program.

5. Experience in the promoting and acting as a liaison of the program through community contacts to establish support of the missions and services of the program.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
