Main Purpose of Job

The main purpose of this position is to monitor and assess continuing compliance of facilities and/or programs under Maryland Department of Health's (MDH) jurisdiction that are recipients and/or sub-recipients of federal funding and/or required to adhere to applicable State and Federal civil rights regulations, including, but not limited to: (1) Title VI and VII of the Civil Rights Act of 1964; (2) Section 504 of The Rehabilitation Act of 1973 and the (3) Hill-Burton Act, (4) Section 1557 of the Patient Protection and Affordable Care Act, Titles I and II of the Americans with Disability Amendment Act, and Title 20 of State Government Article. This position will serve as an investigator of discrimination and fair practices complaints by: conducting compliance reviews; educating stakeholders in the obligations shared by the facility and MDH in the regulatory process; and by providing technical assistance on applicable regulations. This position may also serve as public information specialist and assists the Director of Equal Opportunity Programs and the Manager of the Equal Compliance Unit with other Federal, State and interdepartmental compliance activities relating to entities under MDH's authority.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

The selected candidate for this recruitment must possess at least one (1) year of experience in each of the following:

  • conducting investigations (preferably EEO investigations)

AND

  • working with Title VI and/or Limited English Proficiency (LEP) related work (specifically training, monitoring, and tracking)

NOTE:  When substituting graduate level education, if you have completed 90+ graduate semester credit hours from an accredited college or university, you will only be required to meet one of the above selective qualifications.  If you have completed 120+ graduate semester credit hours from an accredited college or university, your education will substitute for both the minimum qualifications AND the selective qualifications.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate for this recruitment should have experience in the following:

  • working knowledge and/or training in Titles VI and VII of the Civil Rights Act, the Americans with Disabilities Amendment Act, LEP guidelines, and other State and Federal civil rights laws
  • experience conducting EEO investigations, drafting investigative summaries and position statements, performing EEO data collection and analysis, analyzing request for reasonable accommodations, conducting training and providing technical assistance

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
