Main Purpose of Job

This position is responsible for the direct supervision of budget development and preparation monitoring of expenditures, budget projections and control, analysis of spending on the programs of the Department of Human Services (DHS)/Baltimore City Department of Social Services (BCDSS) in conjunction with both budgeted and non-allocated programs; is responsible for the certification of available funding for requested expenditures; provides general supervision to BCDSS budget specialists in the performance of their duties and responsibilities; and provides excellent customer service to both internal and external customers.

POSITION DUTIES

Provides daily supervision, direction and leadership to BCDSS budget specialists.

Supervises the development of the budgets of the various programs of BCDSS.

Reviews, approves and forwards the budget analysis and recommendations.

Processes requests for expenditures, answers budget inquiries, suggests new pathways of efficiencies to improve the quality and quantity of service provided to BCDSS stakeholders.

Works cooperatively with caseworkers, caseworkers supervisors, other program managers, agency budget specialists and other finance staff to ensure the expeditious and accurate processing of checks to fulfill the numerous requests for payment made via MD CHESSIE Service Log.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

The ideal candidate will possess:

1. Two years of experience in budget preparation, presentation and execution.

2. Two years of experience using FMIS.

3. Two years of experience using MD CHESSIE system.

4. Two years of experience using EXCEL.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
