Main Purpose of Job

The position involves program administration and data management of the Childhood Lead Poisoning Prevention and Environmental Case Management program, which has been developed in conjunction with Medicaid and the Departments of Housing and Community Development, and Environment. The Program Administrator will be responsible for:  (1) coordination of local health department activities related to the Childhood Lead Poisoning Prevention and Environmental Case Management program, including; (2) processing of monthly invoicing to Medicaid for program-related services; (3) telephone consultation and management of program activities with each participating local health department; (4) coordination of and participation in site visits to each participating local health department; (5) preparation of reports for Medicaid and the Environmental Health Bureau on program metrics; (6) maintenance of a database on program activities; (7) weekly meetings with supervisor and Bureau director; and (8) outreach activities on the program.

MINIMUM QUALIFICATIONS

Education:    Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.  A copy of your transcript must be attached to the application.

Experience:  Six years professional experience in health services, three of which must have been in professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions, and two years of which must have been at the managerial or supervisory level.

NOTES:

1.  Applicants may substitute a master’s or Doctoral degree in a health or human services field for up to two years of the required general experience.

2.  A bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the specific degree.

3.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant will have experience:  coordinating activities and liaising with local health departments on specific program content and protocols; processing invoices; coordinating site visits; preparing reports; using a database to prepare fiscal and administrative reports for Medicaid and the Environmental Health Bureau. The ideal candidate will also be familiar with healthy homes or housing programs.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
