Main Purpose of Job

This position is responsible for the inspection functions for the Office of Controlled Substances Administration (OCSA). This position assists in the Administration's critical activities in it's mission to protect the citizens of Maryland by conducting inspections of pharmacies, drug manufacturers, drug distributors, the State's narcotic treatment (methadone) programs, and authorized individuals who prescribe and dispense, including physicians, dentists, veterinarians, nurse practitioners and podiatrists to determine compliance with State and Federal regulations, laws and policies. This position gives priority to the legislative requirements of conducting inspections of new and renewed licensed permits for the practitioners who prepare and dispense prescription drugs. The licensed permit for the practitioners (physicians, dentists, podiatrists) to personally prepare and dispense prescription drugs is authorized and maintained by the respective practitioner Boards. However, an identified number of inspections must be performed by the OSCA in accordance with pre-determined and fixed intervals as mandated by State legislation (Chapter 267: Health Care practitioners- Licensed Dentists, Physician and Podiatrists). This position also provides administrative support and expertise to the Division Chief and Unit Head as needed.

MINIMUM QUALIFICATIONS

Education:    Possession of a Bachelor's degree from an accredited four-year college or university.

Experience:  Two years experience in administrative or professional work.

NOTES:

1.  Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2.  Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have thorough knowledge of Maryland and Federal statutes, regulations and policies that regulate the prescribing, dispensing, administering, distributing and manufacturing of prescription drugs and controlled dangerous substances. This applicant should also have experience involving the performance of regulatory and/or criminal inspections and investigations to ensure compliance of Federal or State statues and regulations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
