Main Purpose of Job

The main purpose of this position is to conduct authorization/reauthorization onsite reviews as a component of the vendor authorization process. This position is also responsible for conducting educational buys, routine monitoring, and inventory audits of WIC authorized vendors to detect violations and identify areas in which corrective training may be required and to detect potential fraud and abuse of WIC program rules and regulations.  This position provides training to authorized vendor management personnel and cashier staff that promotes the mission of the WIC Program; and assist in training local WIC agency staff in food store cashier training and the WIC Program's Food Delivery policies and procedures. This position assists the unit in meeting the needs of the WIC Program to include help in revising written policies and procedures, providing customer service to WIC Vendors and special projects as specified by the Program.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have experience in interpreting and complying with federal and state regulations; fraud detection; a working knowledge of retail food operations; and possess excellent written and verbal communication skills. The applicant must hold a valid driver's license and be able to travel throughout the State of Maryland. Travel throughout the state may include high crime urban areas.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
